Civil Service Commission (CSC)

The United States (U.S.) Civil Service Commission (CSC) was created by the Pendleton Civil Service Reform Act in 1883 to administer the civil service of the Federal Government. In 1978, the functions of the CSC were split between the Office of Personnel Management (OPM) and the Merit Systems Protection Board (MSPB), with additional functions placed under the purview of the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA) and the Office of Special Counsel (OSC).
