Software Development Project Manager (100% Telecommuter)

WANTED: a Project Manager to lead the software development and sustainment of the (MCC) application. The Project Manager will be leading a dedicated team of Software developers, testing and business analysts, systems administrators that are focused on identifying, designing, developing, and deploying new features and functionality needed for the 2.0 website. The Project team is 100% virtual and will require close coordination with team leads and government customers.

This is a 100% telecommuter position!

Primary Job Functions:

  • Project Planning and Management – Apply PMP project management techniques to manage a project, achieving objectives of scope, quality, time, and cost. Organize and lead project status and working meetings. Prepare progress reports. Proactively identify and mitigate project risks and issues. Manage project changes. Develop relationships with key business stakeholders.
  • Team Management – Hold project teams accountable for their project responsibilities and deliverables. Proactively ensure that teams are "in sync" in terms of communication, schedules, and issues. Develop project teams by promoting empowerment, engagement, and high-quality deliverables.
  • Process Management and Improvement – Champion continuous improvement and adoption of project management and agile software development best practices.

A week in the life of a Project Manager on our team:

  • Lead a virtual development team using Agile development processes.
  • Monitor the teams execution of the Iteration Cycle to included planning, design, construction, testing, UAT and product release. This includes both 508 Compliance and Usability Testing.
  • Ensure the timely delivery of all contract CDRL items, ensuring project performance, and implementation of the quality assurance plan.
  • Supervise the system administration activities to include Information Assurance requirements to maintain system accreditations.
  • Develop trusted working relationship with the Government team.;
  • Develop and delivering all project reports.
  • Successfully manage all contract, staffing and financial requirements.
  • Work with the recruiting staff to identify and recruit staff as required for the project.
  • Manage project communications and direct project configuration management activities.
  • Support business development and capture activities to identify and generate new business

Job Requirementstop


  • Bachelor of Science degree in Computer Science, Software Development or Software Engineering from an accredited university or college is required. Degrees in other engineering or scientific disciplines may be substituted depending on other qualifications and specialized experience.
  • Ten (10) years of Project Management experience.
  • Project Management Professional (PMP) Certification.
  • Knowledge of Usability Analysis and best practices.
  • Experience and understanding of Agile software development framework.
  • Experience and understanding of CMMI.
  • Experience with management tasks to include scheduling, team management, budgeting, financial oversite, resource allocation, staffing and contracts.
  • Demonstrated organizational skills.
  • Effective written and oral communications skills. Ability to pull out and summarize information and tailor communication style and content for a variety of audiences. Comfortable and confident presenting to executives.
  • Demonstrated ability to work in a fast-paced often changing operational environment.

Greatly Desired:

  • Strong understanding of Project Management methodologies and Agile software development, with experience delivering enterprise software products. Proven experience managing agile projects and moving teams to agile methodologies.
  • Proficient in Microsoft Office, Team Foundation Server, and SharePoint
  • Familiar with MySQL and TomCat
  • Experience facilitating, mentoring, and training others in business analysis
  • Experience leading teams in all phases of application development including requirements development, analysis/design, development, testing and deployment
  • Proven experience managing agile projects and moving teams to agile methodologies.
  • Must be able to establish project goals, validate and confirm acceptance, challenge stakeholders, and hold stakeholders accountable.
  • Enough technical insight to become a credible leader with development teams, to facilitate resolution of software product issues, and to evaluate complex project issues and risks.
