ManTech is seeking a Senior Financial Manager supporting the Managers’ Internal Control Program (MICP) for the Department of Defense (DoD) Chemical and Biological Defense Program (CBDP) located in Arlington, VA. The ideal candidate has experience working in a collaborative environment, is a self-starter and able to work independently.

Job Duties and Responsibilities:

• Perform risk-based internal controls testing of the Agency s Directorates and subsequent functions.

• Create and compile supporting documentation associated with the preparation and review of the annual Statement of Assurance (SoA)

• Assist in the conducting of the annual ICO effort by providing planning, training, function inventory selection sessions, risk analysis, testing, and reporting.

• Develop the Entity Level Controls (ELC) Matrix and Risk Template to support overall MICP objectives.

• Support documentation and assessment activities and internal control improvement efforts to achieve compliance with FMFIA, OMB A-123, and DODI 5010.40, MICP.

• Assist in developing policy, issuing and implementing directives and other guidance related to management internal controls, risk management, measuring effectiveness and efficiency of operations, financial systems, and financial reporting.

• Prepares and executes briefings for executives and senior managers concerning internal control policies and procedures and the status of ongoing program support provided. Employee performs special studies and analysis of program requirements.

• Guides team in assessing its strengths and weaknesses and in exploring alternatives and determining what improvements can be made.

Qualifications:

Must be a U.S. Citizen with an Active DoD Secret Security Clearance.

• Bachelor’s degree in a technical or management related area (Desired)

• Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) Certification (Desired)

• Excellent verbal and written communication skills

• Experience developing standard operating procedures and training documents

• Experience presenting to senior management and providing training to small groups

• Ability to evaluate effectiveness of internal controls, test designs, plans and propose corrective action plans (CAPs)

• Knowledge regarding deliverables standard to audit support, audit readiness and MICP initiatives in the Department of Defense

• Ability to identify key risks and controls and perform internal control tests

• Experience providing Internal Controls over Operations (ICO) Internal Controls over Financial Systems (ICOFS) and Internal Controls over Financial Reporting (ICOFR) support within DoD

Preferred Knowledge/Experience:

• 5+ years of DoD MICP, Inspector General (DoD IG), or Internal Review (IR) experience

• FIAR and overall Audit Readiness policies/procedures,

• OMB A-123, Manager's Internal Control Program (MICP)

• Accounting and Financial Reporting

• Statement of Assurance

Skills:
