The Contractor shall acquire, analyze, evaluate, extract and compile geospatial information as feature (point, line, or area) and terrain data from selected source materials, utilizing photogrammetric techniques to achieve an accurate cartographic representation of a specific area at a specific scale (or level of detail) for digital data and geospatial data from imagery, intelligence database, and various ancillary sources in support of national security goals and strategies. The cartographer shall utilize an understanding of geography, remote sensing, spatial analysis, Geographic Information Systems (GIS), intelligence issues, and social and physical sciences to create information, characterize events, and discover relationships and trends. They attribute, exploit, extract, format, manipulate, position, and symbolize geospatial information. They ensure the quality, accuracy, and currency of geospatial information produced in-house or in cooperation with Contractors and national and international co-producers for national, military, and civil partners. Services include, but are not limited to:

• Extract specific feature data in accordance with the Feature Data Specifications, PC Project Specific Guidance, and other Data or Product Specifications to include the NSG Feature Data Dictionary (NFDD) and Topographic Data Store (TDS) schema, Project Specific Guidance, other Data and U.S. Military Feature Data Specifications and Products

• Extract Feature Data using National Technical Means (NTM), Mapping, Charting & Geodesy (MC&G) Stereo Imagery, Digital Point Positioning Database (DPPDB) or Orthorectified Mono Equivalent [Precise Terrain and Ortho Product (PTOP), Mr Sid Orthorectified Geotiffs (MSOG), Precise Orthorectified Image Datasets (POID), Active EarthScape, and/or Controlled Image Base® (CIB®)]

• In the event no orthorectified mono imagery exists, the Contractor may be required to orthorectify and mosaic Commercial or other Mono imagery

• Utilize stereo and mono imagery in the extraction of special geospatial datasets supporting the GEOINT mission

• Provide and create metadata to support structured observations in support of the ODNI’s OBP initiatives.

• Develop and implement a metadata catalog based on the government customer's standards for spatial metadata

• Apply metadata to GEOINT data and products to enable content discovery; GEOINT content metadata tagging as needed to enable content discovery

• Produce geospatial digital feature data and/or digital terrain data to support analysis objectives

• Correctly attribute extracted feature data based on the NSG Application Schema (NAS) or some other specifications, Feature and Attribute Coding Catalog (FACC), and/or the NSG Feature Data Dictionary (NFDD) as directed

• Utilize Cartographic Web Services (CWS) to produce Specific Products

• Utilize Digital Cartographic Studio to edit CWS produced products

• Apply and develop standard and custom symbology sets for map products and web services

• Intuitively organize content in map projects to support publishing of Open Geospatial Consortium (OGC) compliant and non-compliant web services

• Establish and manage detailed production goals, strategies, and processes

• Work closely with customers in a team environment to produce oral and written reports; develop various geospatial datasets and visualizations of geospatial information and intelligence to satisfy customer requirements; and provide representational support for internal and external meetings and conferences as required

• Properly prepare content for caching at multiple scales

• Edit, merge and or conflate geospatial content

• Utilize Feature Manipulation Engine (FME)

• Correctly attribute extracted feature data based on the NSG Application Schema or some other Specification Feature and Attribute Coding Catalog (FACC), the NSG Feature Data Dictionary (NFDD )) as directed

• Apply and develop standard and custom symbology sets for map products and web services.

• Intuitively organize content in map projects to support publishing of OGC compliant and non-compliant web services

• Provide technical skills to perform, but not limited to: Information Gathering, Quality Assurance, Data Analysis, Data Depiction, Data Management, Data Preparation, Enterprise Perspective, Extraction, Imagery Manipulation, Image Interpretation, Map Reading and Plotting, Mensuration, Planning and Organizing, Problem Solving, Process Analysis and Improvement, Product Development and Editing

• Provide technical knowledge at the specified level of expertise in analytical subject areas including, not limited to:  organization, missions, and vision, products and services, security policies and procedures, Standards of ethical conduct, Analytical processes and techniques, Collection and tasking principles, Data evaluation principles, Geographic, Information System (GIS) principles, GEOINT doctrine, Intelligence issues, Cartographic principles, Cartography products, Cartography software systems and tools, Compilation,

techniques, Database principles, Grids, projections, datum, and coordinates, Image interpretation principles, Imagery types, Mensuration techniques, foreign production specifications,  production processes, Release and disclosure policies, Remote sensing, Source analysis techniques, Web-based technologies and concepts

• Support data product specification, development, and coordination

• Provide technical input regarding provisional and automated prototype maps

Requirements:

  • Active TS/SCI
  • 3-10 Years of Experience in related field
  • A bachelor's degree in a field related to the support services may count for up to four years of this experience
  • Expertise and experience in geography, cartography, and Geographic Information Systems (GIS) which includes skill in ArcGIS applications.
  • Expertise and experience in creating shapefiles, geodatabases, and features.
  • Knowledge of geospatial analysis software suites (GIS commercial software packages such as ArcGIS, ERDAS & SocetSet, including common office software to include spreadsheets, word processing)
  • Knowledge of digital cartography, image processing, geographical information systems (GIS), geospatial production techniques and digital data formats.
  • Expertise in research information gathering for the following sources: Primary legal documents that pertain to the delimitation, demarcation, and maintenance of the boundary, including textual descriptions, coordinate lists, reports and accompanying maps. Native maps, secondary source maps, historic maps used for extraction and comparison. Mapping imagery for stereo and mono extraction at various resolutions using digital terrain elevation data sets.
  • Expertise in preparing source material for digitizing, attribution, digitizing boundaries from georeferenced and ortho-rectified sources, applying projection, datum, and coordinate transformations, georeferencing and ortho-rectifying source materials (maps, imagery) and extracting vectors from stereo imagery or elevation data

This position will sit at our client site in Fort Shafter, HI. A 10.99% housing allowance is offered for this position.
