Responsibilities: ManTech is seeking a dynamic Performance & Quality Manager  to help lead a strategic program within our Homeland Security Division. This is a Senior Manager level position with substantial program operations managerial scope.  The Performance Quality Manager provides oversight and direction of all quality control, quality management and quality assurance activities for a large DHS program within ManTech. The Performance & Quality Manager also provides recommendations for improvements based on quality results, performance metrics and quality audits for improving operational performance. The Performance & Quality Manager will manage a team of quality professionals. The ideal candidate will have experience leading a group of 5+ FTE in  quality and performance management for an applications O&M organization. The candidate should have experience interacting with senior Federal Government employees and contracting officers. Individual will engage Government leadership across the organization and will be responsible to ensure client satisfaction with teams’ delivery and seek opportunities to expand and grow our work.

The successful candidate will have a proven track record with the following:

  • Provide oversight of quality assurance, quality management, performance and quality control systems to ensure compliance across a large operation
  • Perform quality management audits and reviews to ensure process adherence in each operational unit and that all SLAs and KPIs are achieved
  • Manage and lead a team of quality analysts through developing and mentoring staff, and ensuring effective communication of quality approach and standards
  • Develop and oversee an effective quality management system to continuously identify opportunities for improvement while maintaining adherence to contract driven key performance requirements
  • Establish standards governing stakeholder interactions and implement monitoring programs
  • Manage internal and external client expectations related to quality management and effectively communicate quality standards across the program
  • Perform analysis and monitoring of all performance metrics to ensure compliance with internal, external, contract performance, and quality standards
  • Schedule and coordinate all of the quality and performance monitoring activities of the quality staff across the program; prepare QA reports
  • Aggregate and analyze quality data and suggest methods for improving quality, design and business processes
  • Exceptional stakeholder management skills and experiencing simultaneously managing expectations for multiple stakeholders.
  • Manager for all Monthly Operations deliverables and communication between ManTech and Federal Operations staff. This individual is responsible to the Program Manager to resolve any issues of deficiency in meeting contractual obligations
  • Responsible for ensuring Key Performance Indicators (KPI) and/or Service Level Agreements (SLA) are tracked, met and exceeded
  • Ability to support multiple initiatives and balance resources and time concurrently to meet iterative requirements and changing priorities

Qualifications:

The successful candidate will have the following minimum qualifications:

  • 10+ years of experience in Quality & Performance Management
  • 5+ years of experience with SAFe Agile Development and ITIL v4 Principles.
  • 3+ years of supervisory/management experience required
  • 2+ years of experience with DevOps practices in a federal government IT environment.
  • Exceptional oral and written communications skills.

Education/Certification Requirements:

  • Bachelor’s or Master’s degree in an IT, engineering, or science discipline and/or 10+ years of experience in an IT Project or Program Management role.
  • CSM (Certified Scrum Master), SA (SAFe Agilist), or SSM (SAFe Scrum Master) certifications
  • Current Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
