Responsibilities: ManTech is seeking a dynamic Senior Manager and Mission Lead to help lead a strategic program within our Homeland Security Division. This is a Technical Director-level position with substantial technical and managerial scope. The Senior Manager will be responsible for leading and managing the activities of a highly technical portfolio of components while introducing DevOps practices into a legacy IT operations environment. The Senior Manager will be the primary interface for multiple client stakeholders. The successful candidate will have a proven track record with the following:

  • Exceptional stakeholder management skills and experiencing simultaneously managing expectations for multiple stakeholders.
  • Working with ManTech and customer leadership to align program vision, strategy, and governance into a comprehensive program management plan and CONOPS.
  • Recruiting top technical and management talent to work on their programs.
  • Direct, supervise, enable and motivate a multi-disciplined technical team to meet ongoing operations, project and deliverable requirements
  • Managing successful employee retention and engagement programs.
  • Translating business objectives into execution strategy (tactical and strategic), lead and successfully execute the strategy through strong collaboration and agile leadership delivering consistently high program performance in terms of results for their customers.
  • Transforming the existing culture into a functioning DevOps environment.
  • Developing strong partnerships with business and functional leaders to drive focus on strategic program business objectives and optimize program throughput
  • Assessing business objectives, conducting gap analysis of existing versus needed capability, and identifying business requirements.
  • Evaluating business requirements to identify potential software, hardware, and system architectures can be employed to meet business objectives.
  • Developing potential technical solutions to meet business needs and supporting analysis of alternatives for best fit.
  • Evaluating technical trends and provides recommendations for technology and architecture to meet business objectives. Performing research on emerging technologies to support proof-of-concept (POC) capabilities and identifying future solutions for the organization.

Qualifications:

The successful candidate will have the following minimum qualifications:

  • Successful management of large-scale ($20M+) IT programs.
  • 5+ years of experience with SAFe Agile Development and ITIL v4 Principles.
  • 2+ years of experience implementing DevOps practices in a federal government IT environment.
  • 2+ years of experience migrating application components to containerized environments using platforms such as Openshift or Kubernetes. 
  • Experience with both application development and infrastructure best practices, collaboration, and automation tools such as the IBM Rational Suite, Urbancode, Jenkins and GIT. 
  • 10+ years of experience in Enterprise IT, cybersecurity, software development or sustainment, and/or virtual computing solutions.
  • Exceptional oral and written communications skills.

Education/Certification Requirements:

  • Bachelor’s or Master’s degree in an IT, engineering, or science discipline and/or 10+ years of experience in an IT Project or Program Management role.
  • Agile certification such as Certified ScrumMaster, PMI Agile Certified Practitioner, SAFe Agilist or SAFe for Government Certification
  • Current Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
