Senior Modelling and Simulation Analyst

Responsibilities:

  • Perform modeling and simulation, analysis, and visualization support activities as part of a multi-disciplinary team. Provide technical advisory and lead system integrator technical oversight to the government division lead, branch chief, or organizational customers in support of Customs and Border Protection (CBP) missions leveraging fixed, mobile, and portable sensor and communications systems for border security.
  • Lead the development, implementation, and review of decision-making support products and artifacts such as: technical analyses, investigations, and studies; design drawings, requirements and specifications; cost estimates; project/program schedules; test documentation, analyses and reports.
  • Support continuous process improvement and quality for CBP Modeling, Simulation, Analysis and Visualization activities by leading or supporting the development, implementation, and review of Modeling, Simulation, Analysis and Visualization policies, processes, procedures, and best practices. 
  • Participate in integrated product teams, working groups, and technical teams. Coordinate with internal and external CBP stakeholders, service providers, contractors, and other governmental organizations.
  • Prepare Program, Project, and Task summaries with findings, conclusions and recommendations, and present summaries to team members, leaders and decision makers.
  • Provide the team with updates on DHS, DoD and industry best practices and techniques in the domain of analytics, modeling and simulation.

Skills and Clearance Requirements:

  • A master’s degree with more than 10 years relevant technical experience in systems engineering, modeling, simulation, and sensor activities is required.
  • Experience is required in developing, testing and/or evaluating system models, analyses, and simulations. Experience with Requirements Verification methodologies and practices as well as with Test and Evaluation planning, conduct and reporting experience is highly desired.
  • Experience is required in planning and performing complex data reduction, data analyses, and data visualizations. Demonstrated understanding and application of predictive analysis, modeling, and simulation in concept outcome sensitivities and strategic planning is desired.
  • Experience is required in planning and developing scripts and code to standardize and automate commonly-performed tasks using various software packages including Microsoft Office and ArcGIS. Experience with ARCGis and other terrain database applications is required with the ability to generate sensor coverage and sensor performance viewsheds is highly desired. Experience with radar track and digital terrain elevation data and associated analytical tools is highly desired.
  • Strong technical proficiency in developing new computer-based measurement tools and the ability to program in R, Python, VBA and JAVA is highly desired. Advanced skills in Microsoft Word, Outlook, Excel, Access, PowerPoint, Project and SharePoint are required.
  • Experience with the DHS Acquisition Lifecycle and/or DHS Systems Engineering Lifecycle (SELC) and CBP Systems and/or with Surveillance System Technologies is highly desired.
  • DHS or DoD Systems Engineering Certifications desired.
  • Requires a detail-oriented self-starter experienced in supporting senior Government leaders and other technical/business professionals.
  • Superior customer interface skills with senior levels of management and excellent oral and written communication skills are critical. Experience is required in presenting complex technical analyses and data visualizations to non-technical audiences. Technical writing experience is also highly desired.
  • A current Customs and Border Protection Background Investigation is required.
  • A Secret or higher-level clearance and a favorable background investigation conducted within the last six years are highly desired.
