The individual is responsible for the development, mentoring, coaching and engagement of the subcontract administration team, managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business, fostering proper engagement with the program functional teams and to facilitate communication of requirements and status to program and business area stakeholders and the Division Manager of Subcontracts and Procurement.

The position also requires technical leadership and contractual competencies to form strategies to construct and execute compliant major procurement activities utilizing various contracting types for major subcontract activities to meet the requirements of the program and needs of the business. Such activities may include long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting, ensuring FAR/DFARS regulations and strict adherence to company Purchasing policies and procedures, and the ability to lead a diverse team with varying requirements and priorities in support of the business. Participates in the development of subcontract policies and procedures.

Routine responsibilities include work independently to:

Determine man loading requirements for team of subcontract specialists based upon material receipts forecast

Lead, mentor, coach, guide, motivate, challenge, train, and support team of subcontract specialists

Coordinate subcontract team assignments and status reviews

Review of active procurement and subcontract requirements and status

Ensure all requirements are performed in accordance with the scope of work and delivery schedules

Development of negotiation strategies and plans

Review and approval of purchase order compliance

Support of proposal/contractual support activities and required documentation

Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements), bidder's

conferences, source selection, evaluation strategies/partnerships, long range procurement agreements, supplier

identification, coordinate export/import control/security requirements, assist/lead price / payment terms and/or customer flow down / terms & conditions negotiations to ensure contract/program targets/schedules for material & services requirements are met and ensure compliance with all public law requirements, FAR/DFARS regulations, as well as company (and business) policies and procedures including import/export regulations.

Communication within SCM, division, program and business areas of procurement status and issues

Lead continuous improvement initiatives such as Lean Six Sigma, identification of opportunities for enhanced efficiencies, manage risk through strategic and targeted negotiations, and to support compliance strategies and initiatives Identification and communication of items needed from other functional areas in support of issuance of a subcontracts.

Basic Qualifications:

Bachelor degree a with a minimum work experience of 5+ years of supply chain and/or business management; will consider Masters and 3+ years of supply chain and/or business management

1+ years leading and managing U.S. Government procurement, contracts, subcontracts or related field.

Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of subcontractor proposals received. The successful candidate will possess strong leadership skills, effectively work in a team environment, strong communication and writing skills, and ability to lead a team of experienced and mentor junior subcontracts specialists.

Must be able to conduct presentations to all levels of internal/external management. Must be a U.S. citizen and be eligible to obtain secret clearance.

Preferred Qualifications:
Masters degree in Business, Supply Chain Management, Finance, or Industrial Engineering. The successful candidate will have working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); Defense Contract Audit Agency (DCAA) audit procedures; and ability to produce compliant major subcontract procurement packages. The successful candidate will have experience supervising/managing junior/senior subcontract administrators, working US Government competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments).
