Northrop Grumman Technology Services is seeking a Sr. Principal Supply Chain Subcontracts Specialist to support the procurement, award and management of spares, out of production aircraft parts, assemblies, sub-assemblies and structural components in Oklahoma City, OK.

In this role, you will support full cradle to grave subcontracting activity defined, but not limited to, the following:

  • Verifies/Validates purchase requisitions by comparing items requested to subcontractor database; clarifying unclear items; recommending alternatives.

  • Prepares and submits request for Proposals both in competitive and non-competitive environments.

  • Manages and performs Source selection down select for winning bids.

  • Negotiates terms & conditions, price and delivery schedules with subcontractors.

  • Performs price analysis on proposed pricing from subcontractor's utilizing price analysis techniques, market research, historical pricing and price comparisons.

  • Responsible for award and management of Subcontracts from order placement to delivery & closeout.

  • Verifies and approves receipt of items by comparing items received to items ordered; resolves shipments in error with subcontractors.

  • Validates proper paperwork is received at time of delivery (Certificate of Conformance, Manufacturing Certs).

  • Authorizes payment for completed orders.

  • Maintains electronic Subcontract files in SAP IAW Corporate and sector policy and procedures.

  • Sources and procures specialized goods and services.

  • Owns contractual management for the supplier.

  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

  • Ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

  • Employs sound business practices and assesses supplier performance as part of follow-up activities.

  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.

  • Manages and develops strategic/key suppliers.

  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

Basic Qualifications:

  • Bachelor's degree and a minimum of 10 years of subcontracts related experience, ora MS degree and a minimum of 8 years of experience. May consider an additional 4 years of related experience in lieu of Bachelor's degree(14 yrs total).
  • Demonstrated ability to utilize Microsoft Office to create spreadsheets, documents, presentations. (i.e. Word, Excel &PowerPoint)

  • Prior Government or Aerospace buying experience

  • Ability to obtain and maintain a Secret Clearance

Preferred Qualifications:

  • Experience with aircraft maintenance activities and spares procurement under US Govt. prime contracts.

  • Import / Export (ITAR) experience for movement of materials and technology

  • SAP Experience

  • Maximo Experience

  • Knowledge of FAR/DFAR

  • Knowledge of CPSR and Government audits
