Northrop Grumman Aerospace Corporation (NGAS) is seeking a Manager 3 - Advanced Program Survivability Sustainment and Test Manager. This position will be located in Melbourne, Florida.
The qualified applicant will lead the Survivability Sustainment and Test team on an Advanced Program within NGAS. The team will typically have on the order of 10-15 people and include personnel that range in grade from interns, engineers 1 to 6, and second level managers.
Roles and Responsibilities
  • Support of integration of LO Designs into the LO sustainment plan
  • Full scale and component RCS test planning, model fabrication and maintenance, test execution
  • Support of the LO flight test requirements and execution
  • Supplier management
  • Responsible for the planning and execution of budgets and work packages to meet technical, cost and schedule program requirements
  • Responsible for EVMS, Schedule, and Risk reporting and tracking.
  • Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions.
  • Forecasts resource needs and collaborates with FHR to ensure properly trained / skilled team is available to execute contractual requirements.
  • Directs the work of employees assigned to the program.
Essential Functions Performed
Manages System Survivability team within the Advanced Program providing guidance to subordinates based on goals, objectives & company policy. Manager responsibilities include: planning, risk management, and project performance addressing cost, schedule, and technical quality for Survivability related contract and NCTA work in support of the Advanced Program.
Guidance Given, Assignments Received: Assignments are received in objective oriented terms. Provides guidance to subordinates based on organizational goals and company policy. Work is reviewed in terms of meeting the organization's objectives and schedules.
Knowledge and Technical Skills: Advanced level of understanding in Low Observables. Involves a broad grasp of practices and procedures.
Decision Making: Regularly requires analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence.
Direct Work Involvement: Responsible for all projects assigned to the organizational group. Advisor to lower level managers and exempt employees. Helps meet established schedules or resolve technical or operational problems. Typically accomplishes results through lower level(s) of management or exempt employees.
Policy Involvement: Establishes operating procedures that affect organizational unit(s). Interprets, executes, and recommends modifications to organizational policies. Establishes operating policies and procedures that affect subordinate organizational units.
Financial: Develops and administers budgets and standards of performance.
Strategic Responsibility: Influences & impacts strategy through his/her role.
Supervisory Relationships: Accomplishes results through subordinate supervisors, or exempt specialist employees. Subject to approval, modifies the organizational structure of centralized functions and units. Often responsible for managing a staff function of the company.
Operations Involvement / Direct Work Involvement: Responsible for all projects assigned to the organizational unit. Acts as an advisor to subordinate supervisors or staff members to meet schedules or resolve technical or operational problems. Directly participates in establishing and administering many centralized functional projects. Develop and administers budgets, schedules, and performance standards.
Impact: Exerts influence in the development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally results in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds; jeopardize future business activity.
Liaison: Frequent contact with equivalent level managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications. Conducts briefings and technical meetings for internal and external representatives.

Basic Qualifications:

  • A Bachelor's Degree in Aerospace, Mechanical, Chemical, Electrical Engineering or related technical field with 15+ years' experience directly related to Survivability / Low Observables or 10+ years with a Master's Degree in related field.
  • An active Top Secret DoD clearance and the ability to obtain SAP/SAR access to programs
  • Prior leadership experience, demonstrated success leading teams to execute projects on schedule within budget.
  • Experience supporting RCS testing at indoor and outdoor test facilities including data post processing and diagnostic techniques.

Preferred Qualifications:
  • SAP/SAR access to programs
  • A Master's Degree in Aerospace, Mechanical, Chemical, Electrical Engineering or related technical field.
  • Excellent written and verbal communication, mentoring experience, and interpersonal skills. Experience in several aspects of Survivability airframe integration including edges, propulsion, surface details, antennas, volume, and signature allocation and budgeting.
  • Previous personnel management experience.
  • Familiarity with the Low Observable customer community.
