Principal Resource Manager

The Principal Resource Manager position will be located in McLean, VA. This requisition may be filled at a higher grade based on qualifications listed below.

Position Description:

* Manage availability for 200+ labor resources on a multi task order IDIQ contract with several components to include subcontractors.

* Assist program managers to effectively leverage resources across all task areas by developing and maintaining an enterprise-level prospective of resource allocations.

* Provide cost effective approach to enable program-wide service level achievements.

* Ensure resource management performance meets or exceeds contractual required service levels (e.g. filling vacant positions within required timeframes).

* Responsible for day-to-day resource projections, forecasting, staffing and scheduling operations to meet the planning efforts of the program's short-term, long-term and quick response efforts.

* Responsible for driving all program staffing operations and processes with Northrop Grumman and partner companies' hiring authorities to ensure necessary personnel fill rate. This includes providing a pipeline candidate pool to meet unexpected departures and surge situations.

* Provide periodic communications and updates to stakeholders to ensure effective staffing management and coordination, including with internal company matrix stakeholders.

* Initiate contingency plans for critical and short-term resource needs to ensure that adequate staffing is delivered to meet customer requirements.

* Develop positive working relationships with program operational leaders and managers; as well as liaison with NG's HR/talent acquisition specialists, matrix hiring managers, functional managers, and partners to facilitate the appropriate program staffing levels.

* Maintain quality and accurate job descriptions for all program positions; participate in interviews, as needed.

* Support current program orientation and on-boarding material and processes for all staff joining the program.

* Maintain accurate staffing and management data required along with demonstrated ability to redesign and optimize business processes.

* The resource manager function will maintain a database of staff to ensure they are up to date on security awareness training, certifications and other required training.

* Initiate and manage the program's interaction and relations with colleges/universities and research organizations to support program staffing goals.

Basic Qualifications - To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below. This requisition may be filled at a higher grade based on qualifications listed below. This requisition may be filled at either a level 3 or 4.

* Bachelor's Degree and a minimum of 6 years' experience required for level 3 role. An additional 4 years of experience may be substituted in lieu of degree.

* Bachelor's Degree and a minimum of 10 years' experience required for level 4 role. An additional 4 years of experience may be substituted in lieu of degree.

* Active or ability to obtain Top Secret Security Clearance with SCI eligibility is required. In addition, selected candidate must be able to obtain and maintain a favorably adjudicated DHS background investigation (EOD) for continued employment.

* A minimum of 5 years of hands-on experience in project management, business planning/management and/or operations support is required.

* Must be able to work across all levels of management within NG business line and matrix organization and teammate companies.

* Negotiation and conflict resolution skills are required.

* The ability to organize, evaluate and assess data, then make appropriate timely recommendations based on the review is required.

Preferred Qualifications - Candidates with these preferred skills will be given preferential consideration:

* Current active DHS SCI and EOD.

* Experience working with DHS customer organization.
