Northrop Grumman Aerospace Systems sector is looking for a Software Functional Manager to perform the role of Solution Train Engineer (STE) and manage a group of DevOps personnel. This position is a dual-hat position requiring the candidate to perform functional management activities for 15-20% of their time, as well as the individual's program responsibilities for 80-85% of the time.

The technical responsibilities of the STE is to facilitate several Agile Release Trains (ARTs) at the Solution level and then be responsible for program execution, escalating impediments, managing risk, and helping drive continuous improvement for the Solution Train. The STE is responsible for facilitating Program events including Program Increment (PI) Planning, System Demos, and Inspect & Adapt. The STE ensures mission execution, coaches at the Program and Team levels, and provides guidance in Agile, Scrum, DevSecOps, and Kanban.

Management duties will require tasking and coordination of approximately 10-15 engineers, and process and resource coordination with functional homeroom management. The manager will prioritize and adjust tasks to accomplish the project result, and provide direction to determine priorities to achieve goals. The manager will make decisions that impact the organization's credibility, operations and services. They will comprehend and analyze complex problems and develop solutions.

The manager will be responsible for assessing staffing needs, current as well as projected and working with the respective IPT to address those needs. He/she will also be responsible for supporting recruitment activities including the creation of requisitions, conducting interviews, and approving offers. He/she will work with the program software manager and IPT leads in establishing personal program and functional goals as well as performing performance evaluations and merit adjustments for subordinates. The candidate will provide their subordinates with career development recommendations, mentoring, discipline, as necessary. He/she will acquire the necessary computers, equipment and tools to enable their subordinates to perform their work. He/she will generate training plans based on the program and their subordinates' needs. The manager will provide their group with regular flow down of company and organizational status and appropriately represent and be a spokesperson for the Software Engineering organization to their group, assigned project, and the company.

Roles and Responsibilities:

  • Leads and serves as the highest authority on the implementation and optimization of the Scaling Agile/SAFe methodology on the Program.
  • Drives program and release level processes for an Agile Release Trains demonstrating servant leadership, coupled with domain knowledge and technical savvy.
  • Serves as the organizational servant leader and facilitator for program events and activities for planning, executing, delivery and improvement, such as Program Increment (PI) Planning readiness and PI Planning events and activities.
  • Mentors and coaches Scrum Masters
  • Guides design and technology maturity constraints of the system in accordance with customer and stakeholder value streams.
  • Manages and optimizes the flow of value of the Agile Solution Train using a variety of tools and methods to ensure strategy and execution alignment.
  • Collaborate with the appropriate individuals to translate business strategy into technology strategy and ensure that capabilities required by the business are enabled.
  • Acts as advisor to management and customers on advanced technical research studies and applications.
  • Applies advanced Agile, Lean and SAFe principles and skills. Contributes to the development of new principles and concepts.
  • Works on unusually complex technical problems and provide solutions which are highly innovative and ingenious. Escalate and track key ART metrics, to include impediments and execution. Drive relentless improvement activities and events.
  • Performs functional allocation to identify required tasks and their interrelationships. Identify resources required for each task.

Basic Qualifications:
  • Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline and 5+ years of direct related experience in software development
  • Experience in Agile and DevSecOps methodologies, frameworks and tools
  • Ability to obtain and maintain a DoD Secret Clearance and Special Access Program clearance required
Preferred Qualifications:
  • Master's in Computer Science or Computer Engineering
  • SAFe 4 Agilist (SA) Certification
  • SAFe 4 Solution Train Engineer (STE) Certification
  • Certified SAFe Program Consultant (SPC)
  • Experience with SAFe 4 framework and implementation of Agile Solution Train
  • Passion for Lean-Agile principles and practices
  • Possess requisite knowledge and expertise recognized in the professional community Exceptional oral and written communication skills.
  • Exceptional leadership skills in order to coordinate collaboration across multiple engineering disciplines, along with the ability to effectively motivate people to work as an integrated team across locations, companies and cultures
  • Experience in implementing and aligning Lean, Agile and DevSecOps methodologies, frameworks and tools
  • Previous, successful experience facilitating Lean-Agile Program Execution using the SAFe 4 framework
  • Demonstrates strong sense of urgency, ownership and operates in a collaborative manner
  • Experience with Continuous Improvement methodologies, i.e., Six Sigma, Root Cause Analysis, and Value Stream Mapping
  • Demonstrable mastery in various competencies of Teaching, Mentoring, Transformation, and Facilitation
  • Active DoD Secret and Special Access Program clearance
