The individual is responsible for the development, mentoring, coaching and engagement of the subcontract administration team, managing workload assignments to ensure that daily program requirements are appropriately prioritized and executed to meet the needs of the business, fostering proper engagement with the program functional teams and to facilitate communication of requirements and status to program and business area stakeholders and the Business Area Manager of Subcontracts.

The position requires technical leadership and contractual competencies to form strategies to construct and execute compliant major subcontract activities utilizing various contracting types for major subcontract activities to meet the requirements of the program and needs of the business. Such activities may include long-range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting, ensuring FAR/DFARS regulations and strict adherence to company Purchasing policies and procedures, and the ability to lead a diverse team with varying requirements and priorities in support of the business. Participates in the development of subcontract policies and procedures.

Routine responsibilities include work independently to:

* Directs and manages all cost, schedule and technical performance requirements that are levied on subcontractors and are required to ensure performance and support of contract milestones.

* Acts as the main focal point to the staff for all subcontract related activities; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office.

* Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost/delivery/quality accountability.

* Provides daily direction to staff of subcontracts professionals to ensure program commitments are met. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.

* Determine man-loading requirements for team of subcontract specialists based upon material receipts forecast.

* Recruit, lead, mentor, coach, guide, motivate, challenge, train, and support team of subcontract specialists

* Coordinate subcontract team assignments and status reviews

* Review of active procurement and subcontract requirements and status

* Ensure all requirements are performed in accordance with the scope of work and delivery schedules

* Development of negotiation strategies and plans

* Review and approval of purchase order compliance

* Support of proposal/contractual support activities and required documentation

* Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements), bidder's conferences, source selection, evaluation strategies/partnerships, long range procurement agreements, supplier identification, coordinate export/import control/security requirements, assist/lead price / payment terms and/or customer flow down / terms & conditions negotiations to ensure contract/program targets/schedules for material & services requirements are met and ensure compliance with all public law requirements, FAR/DFARS regulations, as well as company (and business) policies and procedures including import/export regulations

* Communication within GSM, Compliance, division, program and business areas of procurement status and issues

* Lead continuous improvement initiatives such as Lean Six Sigma, identification of opportunities for enhanced efficiencies, manage risk through strategic and targeted negotiations, and to support compliance strategies and initiatives

* Identification and communication of items needed from other functional areas in support of issuance of a subcontracts

* Performs other functional manager responsibilities including time charging approval, performance evaluations, weekly reporting, etc.

Basic Qualifications:

Bachelor degree and/or Master's degree required with a minimum work experience of 5 years leading and managing U.S. Government procurement, contracts, subcontracts or related field.

3+ years of team lead and/or management of people.

Experience working with multiple high dollar value subcontracts and various contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments). Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of subcontractor proposals received. The successful candidate will possess strong leadership skills, effectively work in a team environment, strong communication and writing skills, and ability to lead a team of experienced and mentor junior subcontracts specialists. Must be able to conduct presentations to all levels of internal/external management. Must be a U.S. citizen and be eligible to obtain and maintain an active DoD Secret clearance.


Preferred Qualifications:

Masters degree in Business, Supply Chain Management, Finance, or Industrial Engineering. The successful candidate will have working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); Defense Contract Audit Agency (DCAA) audit procedures; and ability to produce compliant major subcontract procurement packages. The successful candidate will have experience supervising/managing junior/senior subcontract administrators, working US Government competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments). Experience managing subcontracts in excess of $5M.

Leadership and ability to mentor junior/senior level SCAs. Expertise in Word, Excel, and MS Project. Knowledge of SAP a plus.
