Northrop Grumman Technology Services sector is seeking a Program Manager to join our team of qualified, diverse individuals. This position will be located in Woodlawn, MD. The qualified applicant will lead a $20M+ highly-visible systems integration program for the Centers for Medicare and Medicaid Services (CMS). Our program is on the cutting-edge of health care reform and is making a difference in the lives of millions of Americans.

Roles and Responsibilities:

  • Clearly communicate program vision and oversee multiple complex software development initiatives to ensure outstanding tactical and operational execution of services for CMS.

  • Provide functional leadership to other Managers, Technical Architects, Development Managers, and other Team Leads through coaching, mentoring, and other staff development approaches.

  • Establish program goals for quality, innovation, resource management, etc., to drive efficiencies while demonstrating compliance with corporate management standards.

  • Meet and engage with CMS client and other CMS development contractors face-to-face, via telephone, and through email to establish relationships, understand requirements, and communicate accomplishments or issues.

  • Manage program financials in accordance with corporate goals and guidance.

  • Ensure senior management is engaged and familiar with program direction.

  • Manage major subcontractor relationships and performance for successful delivery of the program.

  • Facilitate project through the normal life-cycle, from initiation to closure, using sound project management disciplines, such as Agile.

  • PrIdentify opportunities for organic and new growth in contract value.

  • Add to and sustain the Risk and Opportunity Register.

  • Manage program scope effectively.

  • Participate on capture and proposal development teams to pursue new opportunities, either as writer, reviewer, or section lead.

Basic Qualifications:

  • BS Degree in Information Systems or related field.

  • Ten (10) years or more of experience in Project Management role.

  • Experience managing projects of $20M+

  • Must be PMP-certified and possess an active Project Management Institute (PMI) certification. Must maintain PMP-certification throughout duration of contract.

  • Excellent oral and written communication skills and must be detailed oriented.

  • Must be able to effectively and professionally communicate to management, peers and customers as well as demonstrate sound judgment/reasoning skills

  • Expertise with Microsoft Office applications (Word, Excel, Power Point, etc).

  • US Citizenship or Permanent Residency (Green Card holder) required in order to obtain and maintain required Position of Public Trust clearance.

Preferred Qualifications:

  • MS Degree in Information Systems or related field.

  • Experience delivering programs for CMS

  • Knowledge and experience with the policies and systems supporting the Federally Facilitated Health Insurance Exchange
