Northrup Grumman Innovation Systems (NGIS) National Security Systems (NSS) Business Unit, Dulles, VA location is seeking a Manager, Contracts to lead its Emerging Capabilities Operating Unit Contracts team and will be the point of contact for the Program Leaders for the assigned Operating Unit. The Manager, Contracts is responsible for leading and/or conducting proposal preparation, contract negotiation, contract administration and customer contact activities to provide and ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer requirements. The Manager will support the objectives and metrics of the location and the Contracts function while overseeing and directing assigned direct reports and their daily contractual activities.


Responsibilities/Skills:

* Responsible for primary contractual liaison with the customers for the Operating Unit

* Responsible for the effective review, negotiation, management, and closeout of contracts

* Responsible for the effective coordination, delegation and submittal of proposals

* Expertise with Terms and Conditions for USG Prime contracts as well as with major Primes

* Responsible for NDAs, Teaming Agreements, Associate Contractor Agreements, OCI, IP, and Data Rights

* Primary responsibility for effective customer negotiations of contract terms and conditions to support business metrics and goals

* Strong communication (oral and written) skills and effective people skills are required

* Provide advice and recommendations to Management on contractual rights/obligations and methods for change, risk, cash management, and provide strategic options and directions

* Must be able to successfully manage multiple complex contracts simultaneously that involve substantial risk with little or no consultation with management,

* Work under general supervision while using sound judgment to develop creative solutions to both routine and complex contractual matters while ensuring business unit compliance with customer requirements,

* Must be able to serve as an example and mentor to 4-5 direct reports, professionally lead and direct the daily activities of the contracts management employees, and delegate work assignments; to ensure compliance, accuracy, and timely work assignment completion,

* Lead and/or participate in team building with internal functions (i.e. Program Management, Finance, Engineering, Supply Chain Management and Business Development)

* International and Commercial experience preferred

* Strongly prefer experience with R&D/Manufacturing/Production contracts with multiple subcontractors and other external interfaces.


Education and Experience Requirements:

* BS/BA in Business, Finance, or related field required; an advanced degree (MBA or JD) is highly desired; NCMA or other Professional Contracting certification is a plus.In lieu of of a degree, additional years of work experience will be considered.

* Minimum - BS Degree and fifteen years of experience, or an MS Degree and ten years of experience in contracts administration within a DOD environment

* Demonstrated successful contract management performance execution supporting complex programs, active support of proposal process, risk identification and mitigation, contract negotiation, customer liaison, data rights and Intellectual Property knowledge and experience

* Experience working with Associate Contractors.

* Experience and knowledge of FAR/DFAR, CAS, and expertise with DOD contracting

* Excellent written and verbal communication skills, presentation skills and computer skills

* Leadership Experience desired and strongly preferred

* Ability to multi-task and effectively work with employees at all levels
