Northrop Grumman is seeking a proven Business Development professional to serve in the role of Capture Director to provide capture execution and leadership for General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) acquisitions for federal agencies. Candidate will provide corporate wide engagement and leadership for FEDSIM captures. This position will be located in Northern Virginia.

The successful candidate must provide oversight over capture manager efforts to secure new or re-compete contracts through FEDSIM. Provides oversight to capture win strategies/value propositions including business and technical solution, potential customers, competitive assessments, teaming suppliers, and price-to win assessments and pricing solutions.

Responsibilities include:
Responsible for winning new business within FEDSIM sectors
Advise at a strategic level and execute at a tactical-level on opportunity-specific captures.

Contribute to competitive capture strategies that clearly demonstrate capture value, clear understanding of customer issues, discriminators, assessment of competition, CONOPS, win strategy, PTW, and the business case.

Support Capture Managers in developing and presenting strategies and objectives for each opportunity that are well thought out for a bid decision to be made by leadership.

Ensure Capture Managers plan and direct Capture/Proposal activities to achieve wins and revenue generation.

Provide sound business judgment, innovation in approaching business challenges and the ability to translate a strategic plan into operating results.

U.S. Citizenship required

Willingness to travel up to 20% of the time
Basic Qualifications:
Bachelor's Degree in a technical or business discipline and 5+ years of FEDSIM capture experience .Additional 4 years of experience maybe accepted to substitute the degree requirement.

Experience managing programs and/or leading capture opportunities with a value of $50 million or greater in the domestic marketplace

Working knowledge of U.S. Government procurement policies and regulations
Ability to analyze strategic issues, excellent written and verbal communications

Strong leadership, time management, and interpersonal skills

Preferred Qualifications:
Active TS Clearance.
Domain expertise in cyber operations
Domain expertise in enterprise IT
A high level of consulting and negotiating skills
Program management and engineering skills
