The Global Services Division Supply Chain is seeking a Subcontracts Administration Manager (SCM 1) that will be responsible for supporting various programs under the Civil SolutionsBusiness Unit, centered in our office in McLean, Virginia. This position is responsible for supervising all aspects of the Subcontracts function for assigned programs or operating unit. The successful candidate will work as part of the management team and must be able to provide responsible advice and counsel on a wide range of subcontracting issues, as well as perform "hands on" subcontract management of assigned suppliers and other tasks as may be required and/or directed.


  • Develops, communicates, and implements subcontracting strategies and plans in accordance with overallbusiness unit (BU) strategies and objectives

  • Drives cost effective make/buy decisions

  • Analyzes requests for proposal (RFPs) and statements of work (SOWs) for risk and assists in developing risk mitigation strategies

  • Reviews and evaluates price/cost analysis, source selections, and develop negotiation plans.

  • Promotes early engagement of Subcontracts in the Division Capture Activities.

  • Monitors key metrics and benchmarks to support measurement against goals

  • Develops and maintains a system of continuing coordination, follow-up, and monitoring of subcontract operations to ensure timely and efficient processing of requirements

  • Provides training, mentoring, compliance audits, and oversight of administrators as well as technical staff

  • Develops strategic agreements (Non-disclosure agreements / NDAs, Teaming Agreements, and Subcontracts Agreements) to support program or organizational unit (OU)

  • Ensures all efforts are performed in compliance with Division, Sector and Corporate policies and well as Federal Government regulations

  • Prepares and/or advises subcontracts staff on the development of requests for proposals and evaluating subcontract work statements for consistency with the prime contract requirements

  • Recommends unique terms and conditions for the procurement of specialized materials, equipment, and/or services

  • Recommends team members and subcontractors to ensure successful teaming approach and/or post award performance

  • Performs and/or assists with analyzes and evaluates proposals;

  • Maintainsstrong supplier relations and reviews documentation to ensure compliance with corporate procurement policies

  • Conducts and/or assists in the evaluation of negotiation strategies

  • Suggests mitigation techniques aimed at curing subcontractor performance deficiencies and/or optimizing the subcontract management process

  • Theposition will be based in McLean, VA with occasional regional travel as required to meet the OU need

Basic Qualifications:

  • Must have one of the following:

    • Bachelor's degree with a minimum of 8 years of supply chain / subcontracts experience

    • Master's degree with a minimum of 6 years of supply chain / subcontracts experience

  • Must have or be able to obtain a U.S. Department of Defense (DoD) Secret Security Clearance

  • A minimum of 5 years in a Subcontracts organization with a heavy transactional workload

  • Must be able to work on-site in McLean, Virginia

  • Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications:

  • In-depth understanding of Technology Services procurement policies, procedures, and regulations

  • SAP, PLSC, and related supply chain systems experience

  • Proven organizational and leadership skills

  • Strong interpersonal and communication skills
