Northrop Grumman is seeking a Principal Program Control Analyst to join our team of qualified, diverse individuals in supporting Northrop Grumman's Department of State Consular Systems Modernization (CSM) Program. This position will be located in McLean, VA.

This initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA's customers, including passport and visa application; adjudication and issuance; emergency and non-emergency citizen services; crisis; and other consular services.

The Principal Program Control Analyst position will interface with program management, functional, and customer teams to provide financial support and analysis to meet program requirements. The selected candidate will be responsible for managing all financial/business management aspects of the program.

Responsibilities include:

  • Develop and maintain the program cost baseline
  • Perform cost and schedule risk assessments to identify and mitigate program cost and scheduling risks

  • Support submission of timely requests for additional funding to the government

  • Support program invoicing

  • Assess risk and opportunities

  • Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system.

  • Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

  • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.

  • Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.

  • Support contract estimates at completion (EAC)

  • Support the preparation and coordination of monthly financial forecasting and reporting of Sales, Margin, Awards, Acquisitions, Cash, and Payables (Outlook/IF)

  • Provide variance analysis on program financial metrics

  • Prepare financial inputs to internal reports and presentations (IPRS, PMRs, etc)

  • Ability to multi-task and work adhoc requests on short notice


  • Bachelor's degree in Accounting, Finance, or a related discipline with 6 years of industry related experience in finance, accounting or program control or a Master's degree and 4 years of relevant experience

  • Understanding of government Cost Accounting Standards and the FAR

  • Highly proficient in using Microsoft Excel, Word, Powerpoint and Outlook

  • Experience with Deltek/Cobra or Micro-frame Program Manager (MPM)

  • Some local travel may be required

  • Working knowledge of Earned Value Management (EVM)

  • Must have an active, current Secret Clearance or higher. Interim clearance is acceptable

  • U.S. Citizenship required

Preferred Qualifications:

  • Experience with Revenue, Cash, Backlog Forecasting
  • Highly proficient using SAP and Business Warehouse (BW)
