Northrop Grumman Systems Corporation is seeking a Contracts Manager 2 to join its team of qualified, diverse individuals, supporting its Space, Intelligence, Surveillance & Reconnaissance Systems Division. The successful applicant will have overall contracts management responsibilities for the Overhead Persistent Infrared (OPIR) Exploitations Systems Operating Unit. The successful candidate will be a direct report to the Strategic Forces Programs Business Unit Contracts Leadership and will work closely on a day-to-day basis with the program directors and managers, business managers, operations manager, capture managers, and other functional teams throughout the business and operating unit.

The successful candidate will be responsible for all aspects of portfolio from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance and risk mitigation. Candidate's ability to build strong customer intimacy and employee engagement is a key priority to assist with growing this important business area. The Contract Manager will review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential. Candidate will also be responsible for planning and executing successful contract negotiations of a complex nature and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals. Regular and proactive interface and effective collaboration is required with program, technical and operations organizations in order to provide guidance and direction based upon the requirements of the contracts, change management discipline and to ensure timeliness of CDRL submissions. The Contract Manager's responsibility includes being able to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export and security for seamless contract administration. The successful candidate will be responsible for the direct supervision and management of three (3) staff personnel and for providing objective-oriented direction utilizing management guidelines & general policies while maintaining a strong level of engagement.

Contract Manager must be a role model for diversity and inclusion through seeking out and including diverse opinions and perspectives, has the ability to solve complex problems by actively seeking information and new ideas from a variety of sources. Successful candidate must also demonstrate commitment and energy to meet customer needs. Contract Manager's ability to provide concise and effective communication through presentation, written documentation or e-mail format with different levels of Management is key. Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.


Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Bachelor's Degree with 6+ years relevant experience in contract administration/management or related field
  • Experience negotiating and administering various contract types of varying sizes and types of agreements.
  • Thorough understanding of the requirements of applicable government regulations.
  • Strong proposal development skills, solid negotiation skills, and excellent oral and written communication skills.
  • Demonstrated 1+ year of leadership or supervisor experience
  • Ability to travel several times annually.
  • Has the ability to obtain a Department of Defense clearance.

  • Master's degree

  • Demonstrated ability to effectively communicate with and influence others
  • Must possess excellent problem solving and decision making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation.
