Northrop Grumman Mission Systems is seeking a Program Manager3 to join our leadership team. This position will be located in Baltimore, MD. The Program Manager will report directly to the Program Director supporting the Surface Electronic Warfare Improvement Program (SEWIP) LRIP program in the Navigation and Maritime Systems Division.

The individual in this position will support the LRIP Program Director in all facets of program production startup and production execution with a focus on achievement of cost, schedule, and delivery commitments.

This role will be exposed to all aspects of the program and will have responsibility for coordination and management of LRIP program tasks, from startup through execution.

Primary responsibilities will include but are not limited to assisting the LRIP Program Director with:
Capital Project tracking and management, Development and coordination of Engineering Change Proposals (ECP) as required
Execution of various contract types (FFP, CPFF, etc.)
Development and delivery as required of presentations to customers, executive management, and other program stakeholders
Preparation of metrics and internal progress reports for management (IPRS, iPMR, etc.), Program Startup utilizing PEF/NG Pro
Leading and directing a cross-functional Integrated Product Team (IPT)
Development and adherence to Integrated Master Schedules (IMS)
Adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools
Government Property (GFE, CFE, etc.) tracking and management
Other miscellaneous tasks and objectives as directed by executive and program Director
The individual will be responsible for the management of all phases of programs from inception through completion and including the cost, schedule and technical performance of small programs or a subset of activities on larger programs.
The selected candidate will be responsible for establishing staffing plans for programs, achieving performance milestones, monitoring and maintaining master schedules and earned value plans, identifying program problems and helping to drive solutions of the program activities for which they are responsible.
Additionally, the selected candidate will support proposals preparation, contract negotiation, and contract changes.
Works with the program team to create BOEs and develop proposal inputs.
May be the primary program interface with Estimating and Pricing.

Basic Qualifications:
Bachelor's degree and a minimum of10 years of experience (6+ years with a Master's degree) in Business Management, Program Management, Global Supply Chain, or Engineering
1+ years of experience as a team lead and/or management of people
Proficiency in MS Office Suite
Demonstrated success in managing projects to cost, performance, and schedule requirements
Ability to create and maintain trusted relationships with internal and external customers
Demonstrated success in leading and developing cross functional teams
Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors
Excellent communication skills and the ability to develop successful relationships
Prior experience managing Manufacturing and Global Supply Chain on Production Programs
Experience performing monthly earned value and risk and opportunity management for assigned programs
Active DoD Secret clearance

Preferred Qualifications:
Master's Degree in a Business or Technical field
Experience in proposal management
