The selected applicant will become part of Northrop Grumman's National Cybersecurity and Infrastructure Agency (CISA) Program responsible for analyzing and reducing cyber threats and vulnerabilities, disseminating cyber threat warning information, and coordinating incident response activities. The CISA Program provides advanced network and digital media analysis expertise and defends against malicious activity targeting networks within the United States and abroad.

Position Description:
• Lead the NEO Horizon, NIH Bridge contracts Program Management Office operations, and the Global Cyber Defense Campaign.
• Responsible to manage and integrate Resource Management, Program Management functions (PMR, IPRS, weekly reports, etc.), Contracts, Subcontracts/Supply Chain, Business Management and Procurement efforts.
• Lead and manage project development from inception to deployment, with expertise in cybersecurity, cyber operations, Information Technology (IT)/communication and international business opportunities and/or projects.
• Directs all phases of projects from inception through completion.
• Responsible for the all financials, cost, schedule and technical performance of multiple projects or major tasks.
• Acts independently to uncover and resolve issues associated with the development and implementation of operational programs.
• Demonstrated capability to manage multiple cybersecurity, information technology, communications and/or international business project.
• Ability to drive performance in a team environment with responsibilities to assist in the development of new technologies to address cybersecurity challenges to include advanced visualization solutions, exfiltration detection modeling and analysis, malware detection and automated analysis and modeling, sandbox analysis systems.
• Participates in the negotiation of contract and contract changes.
• Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
• Applies expertise in the management and leverage of security tools, security incident handling, and incident remediation.
• Develops new business or expands existing task orders.
• Establishes milestones and monitors adherence to plans and schedule, identifies project problems and obtains solutions, such as allocation of resources or changing contractual specifications.
• Directs the work of employees assigned to the projects from technical, management and administrative areas.
• Must have excellent communication skills and strong verbal and interpersonal skills as daily interaction with all levels of management and users is required.

Qualifications:

Basic Qualifications:

• Bachelor's Degree with a minimum of 5 years work experience.
• Ability to obtain a Top Secret Security Clearance with Sensitive Compartmented Information access and obtain/maintain a favorably adjudicated DHS Suitability Entry on Duty status background investigation.

Preferred Qualifications:
• Master's Graduate Degree in Computer Science, Information Technology, Information Assurance/Security, Computer/Software Engineering, System Engineering, Math or Information Systems from an accredited institution plus 10+ years of directly related experience.
• Previous experience as a Project Management of a federal civil cybersecurity, service desk and/or IT/communications program/project.
• Experience managing complex projects or tasks at the Federal Department or major component level; expertise in the Federal Civil sector preferred.
• Department of Homeland Security Office of Cybersecurity and Infrastructure Security Agency Entry on Duty.
