Northrop Grumman is looking for highly skilled, dedicated and motivated cleared professionals to join our team in supporting the Department of State (DOS) Consular Affairs Enterprise Infrastructure Operations (CAEIO) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to provide 24x7x365 IT Operations and Maintenance to networks, applications, and databases supporting CA services globally.

Job Responsibilities:

Builds and codes applications and/or modules using languages such as C++, visual basic, ABAP, JAVA, XTML, etc. Provides patches and upgrades to existing systems. May design graphical user interface (GUI) to meet the specific needs of users. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. May build add-on modules using application program language.

Perform routine application maintenance that includes, but is not limited to the following:

  • Emergency system support/emergency changes
  • Application updates and patches
  • Maintain and update passwords in accordance with CA/CST requirements
  • Maintain, install, remove, and renew application certifications as required
  • Work with Tier III teams to manage application readiness for Authority to Operate
  • (ATO) or Assessment and Authorization (A&A) process
  • Provide a migration strategy and project plan for new/additional automated tools as required, if requested by the FEDSIM COR and/or CA/CST GTM
  • Coordinate, configure and switch production applications from primary instances to standby or DR instances
  • Troubleshooting, diagnostic and resolution support for CA applications
  • Support Deployment Readiness Review (DRR) activities for identified applications as required by the Government
  • Confirm operational readiness prior to transitioning new applications, or major application upgrades to support
  • Deploy CA applications and COTS software at operational sites using a DevSecOps or CI/CD tools, as appropriate
  • Work with other CST installation and support specialists to establish and implement the configuration parameters that optimize operating system performance on customer desktops and servers
  • Track and report on deployment status of applications


Basic Qualifications:

  • Bachelors in Science and 0 years of Experience, or HS Diploma and 4 years of experience
  • Familiar with Continuous Integration Continuous Delivery (CI/CD) approach and DevSecOps model
  • Basic knowledge of a variety of SW including but not limited to : MS Visual Studio, MS Visual SourceSafe, Subversion (SVN), Source Of Site, MS Office, Visio, Exceed Grid, Toad, PVCS Tracker, Version Manager, Clear Case, Clear Quest, Adobe Dreamweaver
  • Basic Knowledge of Operating systems to include: Windows Server 20 16/2008/2003/2000, UNIX
  • Basic Data Base Knowledge to include: Oracle, MS SQL Server, Sybase, MS Access

Preferred Qualifications:

  • Experience with installation/deployment support of Consular Affairs (CA) supported applications for systems operating across the CA IT global enterprise
  • Experience leading application support efforts for maintenance and development of new requirements
  • Experience with Continuous Integration Continuous Delivery (CI/CD) approach and DevSecOps model
  • Experience deploying custom applications and COT
