Northrop Grumman Space Systems is seeking a Manager 2 - Business Management. The selected candidate must have the ability to work in a team environment across multiple functional organizations and programs supporting the Space Surveillance & Environmental Intelligence (SS&EI) Operating Unit (OU) from a financial reporting perspective as well as have direct program management experience and an ability to work with multiple teams supporting functional requirements and contracts from different geographic locations.

The qualified applicant will manage the financial forecasting and reporting aspects of the SS&EI OU in addition to overseeing the NOALS, SENSOR and MOSSAIC programs and mentoring the associated PCA staffs. This position reports to the SS&EI Business Manager and will partner with senior OU leadership team the NOALS, SENSOR and MOSSAIC Program Managers to help both the OU and programs develop and implement strategy, report on performance, and achieve financial goals.

Roles and Responsibilities include, but are not limited to, the following:
  • Analyze and consolidate monthly Unbilled report to OU team and represent OU at the monthly division status meeting.
  • Manage the OU's month end close working with the BU business management team and provide analysis of OU program's balance sheet, income statement, and cash flow.
  • Provide monthly variance comments on all major OU programs on sales, OM, awards and cash.
  • Provide IF to IF (and other reporting period comparisons) to the BU and division as requested.
  • Analyze program disparities within COGNOS for any KPM's as requested by the OU/BU and division.
  • Provide analysis of monthly COGNOS IF data to senior OU/BU management for review meetings.
  • Oversee and manage the OU F380 CEAC process preparing files for distribution, managing schedule reviews at all levels of the organization and providing leadership to support all phases of the process.
  • Assist programs in completing the F240 process (Backlog Adjustments) ensuring all requirements and reviews are met.
  • Manages and is actively involved with program cost control, financial systems, schedules, and performance.
Other roles and responsibilities may include and are not limited to the following:
  • Key strategic player helping to create the OU Annual Operating Plan (AOP) working with senior OU and Business Development (BD) leadership.
  • Develop and lead the annual OU/division Froward Pricing Rate Proposal (FPRP) for SS&EI.
  • Manage the overhead rate forecasting, budgeting, tracking and variance analysis process for the OU and represent the OU at the monthly BU/division reconciliation meetings.
  • NCTA forecasting, budgeting, tracking and variance analysis for the Space Situational Awareness thrust within the Strategic Forces Programs (SFP) BU.
  • Supports and manages internal and external audits, compliance reviews, and internal surveillances.
  • Update and manage the OU Business Management SharePoint site.

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Bachelor's degree in Business Administration, Accounting, Finance, or related discipline with 8 years of industry related experience in finance, accounting, or program control. - Strong experience with Earned Value Management.
  • Understanding of DOD contracts, government Cost Accounting Standards, and the FAR.
  • Prior experience with government program budgeting and forecasting, as well as Annual Operating Plan development.
  • Proficient in Microsoft Office suite, with summary and reporting knowledge of SAP, and COGNOS.
  • Prior experience preparing and presenting financial analysis to team and/or management.
  • Demonstrated leadership, presentation, critical thinking, and innovative behaviors in past projects, roles, or experiences
  • An active DoD Secret level security clearance. US citizenship is a prerequisite.
Preferred Qualifications:

  • MBA
  • Demonstrated leadership skills and the ability to effectively communicate at all levels of the organization and multi-task in a challenging environment.
  • Ability to manage many competing priorities with aggressive deadlines.
  • Experience with both the direct and indirect side of the COGNOS planning/forecasting system/tool set.
  • Extensive experience in supporting major proposals and program ECP's from business case strategy, Basis of Estimates (BOE) creation, MS Estimating System requirements, and financial analysis.
