Northrop Grumman is looking for highly skilled, dedicated and motivated cleared professionals to join our team in supporting the Department of State (DOS) Consular Affairs Enterprise Infrastructure Operations (CAEIO) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to provide 24x7x365 IT Operations and Maintenance to networks, applications, and databases supporting CA services globally.

Job Responsibilities:

  • Builds and codes applications and/or modules using languages such as C++, visual basic, ABAP, JAVA, XTML, SQL, PL/SQL, Power BI, and Oracle Developer Tools
  • Provides patches and upgrades to existing systems
  • May design graphical user interface (GUI) to meet the specific needs of users
  • Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls
  • May build add-on modules using application program language
  • Uses expertise to design, develop, code, test, and debug software for Oracle applications and databases
  • Collaborates with Department of State to define existing or new system scope and objectives
  • Provides analytical support and technical advice during the conceptualization, development, and implementation phases
  • Plans and schedules new applications systems projects with Consular Affairs personnel and systems software and computer center operations personnel, including the identification of objectives, time frames, costs, and manpower requirements
  • Performs tasks necessary to ensure the identification and documentation of hazards within software systems using various analysis tools and techniques
  • Reviews and evaluates systems and software for adherence to government directives, standards, guidelines, and criteria concerning software safety and systems safety
  • Confirms design mitigations are captured in the design and its documentation and verifies implementation
  • May perform as a project lead with the responsibility for the instruction, assigning, direction, and monitoring of the performance of assigned systems developers / analyst working on a specific project
  • Cooperate with Department of State audits, reviews, evaluations, tests, processes, and facilities
  • Understands MSP and the software development lifecycle
  • Skilled at user requirement gathering and can work independently to write efficient code that integrates database systems and processes

Qualifications:

Basic Qualifications:

  • 5 Years with Bachelors in Science; 3 Years with Masters; 0 Years with PhD
  • Familiar with a broad spectrum of Oracle Development tools with the capability to learn new tools, programming, and script languages if necessary to keep up with current technology
  • Complete understanding and wide application of technical principle, theories, and concepts in the field
  • General knowledge of other related disciplines
  • Provide technical solutions to a wide range of complex difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives
  • Works under only general direction. Independently determines and develops approach to solutions
  • Work is reviewed upon completion for adequacy in meeting objectives
  • Contributes to the completion of specific programs and projects
  • Failure to obtain results or erroneous decisions or recommendations would typically result in serious program delays and considerable expenditure of resources
  • Frequent inter-organizational and outside customer contacts
  • Represents the organization in providing solutions to difficult technical issues associated with specific projects
  • US Citizen with Top Secret Clearance required to start


Preferred Qualifications:

  • Bachelor's degree in STEM field
  • OCA certification
  • Security+ Certification
