Position Description:


As the Portal Development Manager of the Army Knowledge Online 2.0 Portal team you will lead a team in designing, developing, troubleshooting, debugging, and implementation of software code (Java, SQL, JavaScript, HTML, and SQL) components of the AKO portal site. Individual will be responsible for managing and providing direction to subordinate team members in design, develop, documentation, test and debug application software and systems of the AKO portal.

As a qualified candidate, you should have advanced technical skills that demonstrate subject matter expertise understanding of Java. The individual shall also possess the ability to effectively manage a team of technical developers, monitor work operations of Portal team on a daily basis, and ensure that projects are completed on schedule. The successful candidate will have excellent interpersonal skills and be capable of effectively reporting to Northrop Grumman senior leadership as well as the client. The ideal candidate will have strong management skills and have experience in the design, development, maintenance, and enhancements of Java enterprise applications.

The Portal Development Manager will provide technical leadership on major tasks and technology assignments; establish goals and plans that meet project objectives; have domain and expert technical knowledge of software development. Decision making and domain knowledge will have a critical impact on overall project implementation.

Responsibilities:


• Directly manage a team of system analysts, designers, and developers
• Design, develop, implement, and maintain Java Enterprise applications
• Plan projects, assign tasks to the development team members provide work estimates and track delivery
• Ensure that projects are completed on schedule following established procedures and schedules
• Collaborate with AKO Northrop Grumman team members to understand constraints and expectations in order to define customer requirements
• Conduct a weekly presentation of the team's accomplishment, ongoing activities and future projects
• Manage design and architecture discussion across the team and to be responsible for high quality implementation
• Lead bug fixes/enhancements into Portal code baseline using Java, JavaScript, SQL and HTML
• Lead test bug fixes / enhancements using JUnit and manual techniques
• Provide direction to operations staff in debugging production support issues
• Participate in code reviews
• Provide programming guidance in Windows and Unix OS variants Develop SQL queries for Oracle 12C DB
• Chair Portal team meetings, mentor technical team members and conduct performance evaluations
• Interpret and execute policies and procedures that affect subordinate organizational units

Qualifications:

Basic Qualifications:
  • U.S. Citizen and have an active DoD Secret-level Clearance.
  • 10+ years of experience planning, designing and building complex web sites and applications.
  • Bachelor's degree (in Computer Science, Engineering or related field) and a minimum of 5 years of relevant experience, or a Masters degree and 3 years of relevant experience. An additional 4 years of related experience in lieu of a Bachelor's degree will be considered.
  • CompTIA Security+ CE Certification (IAT Level 2 or higher).
  • Proven experience leading a team of 5+ individuals with different levels of skill sets in a dynamic production environment.
  • Deep understanding of all phases of the SDLC (Software Development Lifecycle) participating in the design, development, deployment, and operational support of mission critical software.
  • Experience building high volume systems with real-time performance and read/write capabilities.


Preferred Qualifications:
  • Master's degree in Software Development or related field.
  • Proven ability to manage several projects simultaneously.
  • Sun Certified Programmer for the Java Platform.
  • Sun Certified Java Web Component Developer.
  • A minimum of 8 years of DoD experience supporting high availability enterprise level product environment
  • Strong hands-on development experience of web applications using J2EE; extremely knowledgeable in Java.
  • Deep understanding of Java, run time VM and web-service-based distributed architecture.
  • Advanced knowledge of Object Oriented (OO) Design and Coding.
  • Advanced knowledge of Model-View-Controller (MVC) programming model.
  • Advanced knowledge of programming various back-end data stores, including LDAP and Oracle SQL.
  • Proven experience with team mentoring including peer reviewing of code and design.
  • An applicable computing environment certification such as one in Java or other programming languages.
