Northrop Grumman Mission Systems sector is seeking a Manager 2 - Program Control to join our Program, Scheduling, and Compliance Center of Excellence organization. This manager will be responsible for developing and administering the Earned Value Management policies, processes, and tools used by the Program Planning and Scheduling communities throughout the sector.

The roles and responsibilities of the Manager 2 - Program Control include, but are not limited to, the following:
  • Lead the integration and rollout of Earned Value Management Tools Road Map (Cobra and PM Compass) solution to the Mission Systems Sector.
  • Manage the Earned Value Management EVM) and Financial EAC procedure.
  • Custom tools development, including working with the user community to identify, standardize and streamline best practices, development of automated tools to facilitate program planning and control activities, and interface with other internal systems (i.e. ERP, MRP, pricing and proposal development tools, scheduling tools).
  • Provide End User support for EVM toolset and Earned Value policies and procedures
  • Responsible for Tools training and communication.
  • Implementation and deployment of future COTS software to replace and/or supplement tools in the current program planning and control software suite.
    • Includes working with the user community to develop processes and procedures, training manuals, and online resources.
  • Developing and maintaining infrastructure for the program planning and control community to include internal websites, SharePoint data repositories, and information delivery channels.
  • Support Sector Earned Value Compliance initiatives.
  • Responsible for the execution, reporting, and tracking of the MS Sector Financial EAC process.
  • Responsible for SOX Control process and coordination of External Financial Audits
  • Support Corporate Councils and initiatives.

The ideal candidate will be able to understand, develop, and implement solutions for technical, programmatic, and compliance issues regarding program execution and EVM (cost, schedule and technical objectives). The candidate must possess strong analytical skills, the ability to work independently, present to senior leadership, and be comfortable seeking solutions from software documentation and vendor interaction. Also, the candidate must be able to work well in a team environment and give consistent applicable cost and schedule direction to stakeholders such as program managers, control account managers, business managers, program control analysts, and schedulers.


Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills , and abilities listed below:
  • Bachelors Degree with 10 years of experience -related to job description or - a Masters degree with 8 years of experience related to the job description.
  • Intermediate or better skills operating in a Windows environment are required.
  • Custom Tool development experience.
  • Extensive knowledge and experience with EVMS.
  • Experience with EVMS tools such as Deltek MPM, Deltek Cobra, Deltek wInsight and DECM.
  • Experience providing internal or external customer service and support, including developing and communicating processes and procedures.
  • Knowledge and experience with program planning and scheduling
  • The willingness and ability to travel domestically up to 25% of the time.
  • Active US government Secret level security clearance is required.

Preferred Qualifications:
  • Masters degree in Business Management, Management Information Systems or related field (such as System Engineering).
  • Financial experience working as a Business Manager, Financial Analyst or Program Control Analyst.
  • Technical proficiencies in Visual Basic/Visual Basic for Applications, SharePoint, SQL Server, website development.
  • Active US government Top Secret with SCI clearance.
