Northrop Grumman Defense Systems sector is seeking a Sr. Principal Contract Administrator to join our team of qualified, diverse individuals in either Sierra Vista, Arizona, Rancho Bernardo, California, or Oklahoma City, Oklahoma.

The Contract Administrator will produce high quality Contract Management related products for the International High Altitude Long Endurance (HALE) Sustainment Enterprise, principally supporting the NATO AGS Direct Commercial Sale (DCS) program. This position requires a strong background in DoD or Commercial contracting, excellent communication skills, and strong interpersonal and organizational skills. The ideal candidate will be a team player but also a strong independent contributor, will be proactive, will present leadership skills, will possess good analytical skills, will demonstrate problem solving skills, and will be detail-oriented.

The Contract Administrator will be required to deal effectively with competing priorities and deadlines and handle multiple tasks. The selected candidate must possess the ability to work well with others in high-stress, high-volume situations, effectively interface with internal functional and program organizations, effectively deal with external customers, and meet the goals/objectives of the International HALE sustainment team.

Responsibilities:

  • Interfaces with customers and business partners, conducting proposal preparation, contract negotiation, and contract administration
  • Examines proposal requirements and estimates, prepares bids, analyzes terms and conditions to evaluate risk, accuracy, and completeness to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Processes contractual documentation and reports, advises management of contractual rights and obligations, compiles and analyzes data, and maintains historical information
  • Facilitates proper shipment, billing, and payment collection for deliveries, interfacing with DCMA as required
  • Prepares weekly and monthly reports and maintains the contracts databases
  • Interacts daily with customer representatives
  • Duties may also include the preparation of proprietary information agreements, teaming agreements, export licenses/agreements, and various types of memoranda


Qualifications:

Basic Qualifications:

  • Must have one of the following:
    • High school diploma or GED with a minimum of 14 years of U.S. Government or DCS contract administration / management experience
    • Bachelor's degree with a minimum of 10 years of U.S. Government or DCS contract administration / management experience
    • Master's degree in finance, business, or a related discipline with a minimum of 8 years of U.S. Government or DCS contract administration / management experience
  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
  • Must be able to work on-site in one of the following locations:
    • Sierra Vista, Arizona
    • Rancho Bernardo, California
    • Oklahoma City, Oklahoma
  • Must be able to travel as needed (up to 25% of the time)


Preferred Qualifications:

  • Master's degree or higher
  • Demonstrated experience in leading people or project teams.
  • Demonstrated understanding of both FAR Part 12 and FAR Part 15 Contracting with experience in administration of various contract types (i.e. Time and material, Cost type, Firm Fixed price, etc.)
  • Strong proposal development skills, solid negotiation skills, and the ability to maintain strong working rapport with internal and external customers.
  • Experience in International Contracting to include direct negotiations with foreign customers as well as interpreting international terms and conditions
  • Experience in ITAR Export Licensing requirements
  • Experience in US Government Department of Defense contract administration/management
  • Strong problem solving skills and the ability to be flexible and change directions when needed
  • Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts
  • The ability to effectively balance competing priorities and deadlines, and the ability to handle multiple tasks in a fast-paced environment
