Northrop Grumman Aeronautics Systems (NGAS) has an opening for a Proposal Manager 2 to join our team of qualified, diverse individuals. This position will be located in Redondo Beach, CA.
Essential Functions:
  • This position allows for strategic alignment of resources and staffing in support of Strike Systems Global Supply Chain (Subcontracts & Program Management), Strike Systems Business Management, and Strike/AP/RD&TE Pricing and Estimating departments.
  • Support Price/Cost Analysis of Subcontractor Proposals and ensure compliance to sector and FAR policies and procedures.
  • Develop and support GSC Cost Estimates and obtain appropriate GSC approvals.
  • Support Strike Systems proposal reviews and approvals.
  • Support the NAR ICE process including the development of floor positions for negotiation approval.
  • Develop and submit adequate GSC Cost Volumes.
  • Support Customer proposal reviews, Customer Fact-findings and requests for information responses, DCAA audits, Customer negotiations, and sweeps.
  • Provide guidance and support relative to GSC and Business Management Processes and procedures (Process Architecture).
  • Ensure compliance with these procedures and to Federal Acquisition Regulations and cost accounting standards (FAR, DFARS & CAS).

Qualifications:

Basic Qualifications:
  • Bachelor's degree from an accredited university in Business or Finance with 8+ years of experience with proposal management OR
  • Master's degree from an accredited university in Business or Finance and 6+ years of experience in proposal management.
  • 8+ years of DoD Contracting experience, knowledge and understanding of Material Estimating and Proposal Analysis including Pricing, Price/Cost Analysis, and Proposal Adequacy as prescribed in DFAR (DFARS proposal adequacy checklist) is required.
  • Knowledge and understanding of estimating and proposal analysis
  • Experience in successfully training and teaching different levels of personnel
  • Experience in understanding and identifying priorities and managing supplier and customer expectations
Preferred Qualifications:
  • Master's degree and 6+ years of experience in DoD contracting experience.
  • Communication and collaboration skills in order to support different levels of management, integrated product teams and subcontract management teams.
