Northrop Grumman Defense Services is seeking a Site Manager in support of the Japan Global Hawk (GH) Contractor Logistics Support (CLS) Program. The Site Manager is the company's primary point of contact at the customer's site for Japan GH program activities. The Site Manager will be responsible for working with the Japan Air Self Defense Force (JASDF) squadron to manage daily operations and maintenance activities in support of Japan's mission requirements. This role will be initially based in the U.S. during the preparation phase of the CLS program and will relocate to Misawa, Japan at the end of this year. Leadership experience, team-building, and ability to communicate clearly and effectively with a strong technical background are critical to the success of this position
The Site Manager is responsible for planning, managing, executing standup of GH activities in Japan. This includes, but is not limited to the following tasks and responsibilities:
  • Plan, direct, and coordinate all activities on-site in Misawa, Japan
  • Able to establish plans and schedules to support the requirements, milestones, and organizational infrastructure to sustain and deliver on the contractual obligations.
  • Monitors adherence to the SOW and schedule, export/import requirements, security requirements, and quality processes and procedures
  • Support negotiation of contract and contract changes as needed
  • Develop customer relationships and ensure customer satisfaction and positive outcomes
  • Ability to ensure program meets customer/contractual requirements for quality, cost, and schedule, maintaining compliance with regulatory, policy, and host country laws and regulations
  • Identifying risks, developing mitigation plans and monitoring progress of actions, utilizing metrics and taking corrective actions as needed
  • Achieving high customer satisfaction and employee engagement ratings
  • Support hiring and management of on-site Contractor Logistics Support team located in Japan
  • Lead initial stand-up of activities and transition into operations and sustainment
  • Delivering presentations to US and foreign customers, executive management and other program stakeholders
  • Identifying, allocating and managing program resources, including workforce planning
  • Managing Government/customer supplied property or information
  • Managing on-site supplier representatives to meet program objectives
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities

Basic Qualifications:
  • Bachelor's Degree and 6+ years, or Master's and 4+ years' experience supporting U.S. Government/Foreign Military Sales (FMS) contracts and/or related management/maintenance/flight operations experience
  • 10+ years of applicable experience may be considered in lieu of education
  • Ability to Obtain US DOD Secret Clearance
  • Proven leadership, interpersonal, and communication skills
  • Demonstrated ability to work between various departments, sectors, and suppliers
  • Able to work independently or with minimal supervision
  • US Citizenship required
Preferred Qualifications:
  • Maintenance and/or Flight Operations Background
  • Experience standing up and leading an operational site at customer facility
  • Experience with Unmanned and Autonomous Systems, preferably Global Hawk
  • Foreign Military Sales (FMS) experience
  • Experience working with Japanese Ministry of Defense or in Japanese Defense Market
  • Familiarity with Japan culture, traditions, laws, etc
