Summary:

The Contracts Manager, for Government Programs, is responsible for supporting the Government Programs business development organization and the Operations Program Management Office in developing, negotiating, and managing specialized, complex, and high value U.S. Government prime contracts or subcontracts. Assuring such activities are handled in a professional, timely, legally compliant, and cost-effective manner.

 

Duties and Responsibilities:

Duties include providing expert contracts management involvement and oversight throughout the entire Government contracting lifecycle. Including pre-proposal business development support, proposal preparation, factfinding, negotiations, contract drafting and/or review, contract award, contract administration, and contract close-out for a variety of complex, high dollar transactions. Assigned contracting efforts will include U.S. Government commercial and non-commercial contracts, covering a variety of telecommunications services, major technology systems acquisition, and engineering support activities. Work requires thorough research, analysis and reviews of all applicable program requirements, policies, guidance, financial considerations, and legal/regulatory requirements. Specific responsibilities will include:

  • Managing a portfolio of assigned Government sales contracts and selected procurement subcontract relationships, representing multi-million dollar, complex, strategic, and/or international proposals, contracts and relationships
  • Coordinating with Government Programs, Operations, and Finance personnel to prepare binding Government contract proposals and non-binding planning estimates, subject to Government Requests for Proposal or similar solicitations
  • Serving as the primary contributor for proposal content documenting proposed pricing, basis of estimates, terms and conditions, legal assertions and/or reservations of rights and other regulatory requirements, as well as required administrative aspects of the proposal
  • Supporting or performing complex cost and pricing data analysis of the company's proposed pricing and/or of selected subcontractor pricing
  • Developing and overseeing the company's Small Business Subcontracting Plans as required under select Government proposals and contracts
  • Consulting and working closely with other members of the Legal Department regarding the interpretation of U.S. Government contracting regulations (FAR, DFARS, GSA), as well as other relevant commercial, legal, export, and intellectual property requirements to assure negotiated requirements are accurately documented and fully reviewed
  • Administering correspondence, reports, contract submittals, and other communications with Government customers and subcontractors to ensure timely and coordinated responses and compliance with contract terms and conditions;
  • Representing the company as a primary spokesperson for assigned contract projects;
  • Communicating with senior management on progress, status and recommendations of ongoing contract projects;
  • Participating in process improvement projects aimed at improving the overall contract project function within the company;
  • Assuring that assigned contracts projects are accurately identified and maintained current within the central Company database of contractual agreements.
  • Other projects/assignments as required.

 

Minimum Qualifications:

  • Bachelor’s Degree in a Business-related field or equivalent
  • 7+ years of US Government contracting including proposal development, contract negotiation, contract administration, procurement management, subcontractor/supply chain management and/or similar contracts management experience.
  • Superb working knowledge of federal procurement regulations (FAR, DFARS, GSA)
  • Experience working with FAR Part 15 and FAR Part 12 policies
  • Strong written and verbal communication skills

 

Preferred Qualifications:

  • MBA
  • Experience with Other Transaction Agreements (OTAs), and prior satellite or telecommunications experience
