Applied Signal Technology seeks a highly-skilled senior engineer to serve as the Technical Director (TD) and business development lead for its Network Information Operations Division (NIO). The TD is responsible for NIO technical oversight for existing contracts, IR&D efforts, and to maintain contact with technology advances for future strategies.This position is the Subject Matter Expert (SME) on current AST technologies and their implementation to the customer missions.This role will maintain constant coordination with the AST senior fellows and project leads over a wide variety of products and programs to provide systems engineering discipline on new and existing products and incubate new concepts and program solutions for customer needs. This role will directly interface with our customers, senior management, program managers, and cross discipline technical staff to create and coordinate technical solution sets.In addition, this person will represent AST to support the customers’ technical solutions and provide expert support to existing missions.The TD provides NIO-level leadership to the AST IR&D planning, execution, results reviews, and the road maps leading to integration into future programs.The TD will have extensive understanding of the customer’s organization in addition to their requirements and CONOPS in order to define architectures, drive technical solutions, and have a programmatic background to assist in the contractual program planning for issues, such as cost and schedule estimates. The TD will lead and/or assist in a variety of presentations to a broad set of audiences from groups of engineers to the highest level of customer officials.This role requires mentoring across AST in both technical diversity and leadership attributes associated with the TD positions.

The business development responsibilities of this position include growing new business within the Information Operations market, to drive business growth within AST’s NIO Division. The leader will be responsible for customer engagement, understanding of customer missions and capability gaps, evaluating market and customer addressable budgets, developing a long-term business pipeline, leading multifunctional teams to compelling solutions, developing capture program plans, allocating new business investment funds, and providing active oversight of capture activities.

This role will directly interface with our customers (IC, DoD, and restricted), executive management, AST program managers, business development staff, and cross-discipline technical staff to create and propose compelling solutions to customer problems. This role will also serve as the liaison between the AST NIO division and the cyber enterprise and will be responsible for establishing and fostering collaboration across the enterprise in order to achieve business success.

The highly qualified candidate must be a self-starter, have excellent written and verbal communication skills, and work effectively and collaboratively in a team environment. The candidate must have a strong knowledge of AST technologies, the AST customer community, and a deep understanding of the customer CONOPs. The candidate will also generate briefing material and must be able to effectively and clearly present the material to multiple leadership levels both in the company and to the customer organizations. The candidate must be able to establish partnerships both within Raytheon and within industry. This individual must also be able to grasp new concepts quickly and adeptly and be able to create innovative designs that lead to new business and growth. Considerable travel will be required for this position.

Required Skills:
  • Minimum 12 years of directly relevant experience in the design, testing, production, fielding, and mission support of Cyber and SIGINT systems.
  • Demonstrated expertise in SIGINT collection system design, network signal processing, mission software development, full spectrum cyber capability development, testing and operation.
  • Direct experience developing white papers, ROMs, proposals, and Business Review packages on pursuits with potential value >$10M.
  • Proven ability to manage a multi-million dollar annual investment budget to achieve business growth outcomes.
  • Detailed experience with the customer base and customer mission objectives within the government national defense industry
  • Demonstrated experience leading high technology teams to success
  • Demonstrated success in coordinating complex technologies
  • Experience as lead for multiple applications/products/programs
  • Expert Systems Engineering skills
  • Possess and demonstrate strong leadership skills
  • Demonstrated ability to identify and grow major new programs in the Information Operations or Cyber community.
  • Demonstrated knowledge of program management processes for execution of complex proposals and programs
  • Experience creating project staffing needs within an engineering matrix
  • Excellent written and verbal communication skills, with effective and collaborative work in a team environment
  • Consulting on new business and technical initiatives, including the generation of white papers, ROMs, and Gate Review packages
  • Active Top Secret Clearance

U.S. Citizenship status is required as this position needs an active U.S. Top Secret Security Clearance as of Day One of Employment. (Active within the last 24 months)

Desired Skills:
  • Breadth of experience and expertise including several of the following: Software design, FPGA design, system design, operations and maintenance of systems, remote field deployment, or system test
  • Understanding of data communications system concepts and/or signal processing
  • Understanding of full spectrum cyber tools, cyber operations, including network operations, transport structures and switching equipment; or deep understanding of a related area and the demonstrated ability to come up to speed quickly
