Senior Proposal Manager

ENSCO is hiring a Senior Proposal Manager to join ENSCO’s Contracts and Procurement Department (under ENSCO’s Vice President of Contracts and Procurement / Corporate Risk Officer) who will be responsible for leading ENSCO’s largest and most complex commercial, international, and federal government proposals.  

This is an excellent opportunity for an experienced Proposal Manager to work with an established core team while providing your own unique skills to help us grow.   You will operate in a support role, partnering with internal and external Capture leads, Business Development, and Operations teams to pursue strategic business opportunities, in the analysis of marketing intelligence and competitive data, and the development/submission of compliant, compelling, and winning proposals.
The Senior Proposal Manager must be a competent writer and capable editor with the ability to create proposal content, implement capture strategies, promote ENSCO’s competitive differentials, work to strict deadlines, effectively communicate with clients and fellow employees, and schedule/complete multiple tasks.


The Senior Proposal Manager shall:

  • Lead the development of complex and other large opportunity proposals in collaboration with Business Area/Operation, Technical, Business Development leads, subject matter experts, Finance Department, Contracts Department and other assigned personnel.
  • Facilitate and implement win strategy/themes and message development that factors competitive analysis, company’s strengths and weaknesses, and capture strategies. 
  • Communicate effectively with ENSCO leadership and staff, throughout the entire lifecycle of the bid/proposal, prior to the receipt of the bid documents and through award (to include conducting lessons-learned).
  • Manage the proposal process and content development prior to the receipt of the bid/tender documents through final production and award, to include team meetings and developing/conducting milestone assessments regarding proposal readiness, by setting review goals and objectives.  
  • Support the development of the proposal outline in concert with the capture manager and assignment of tasks to produce the content supporting the outline.
  • Initiate regularly scheduled standup calls/meetings to review proposal development status and identify issues/challenges from capture/proposal team members and drive all issues to resolution.
  • Be accountable for the production and quality control (to include desk-top publishing and graphic content) of final submission documents ensuring ENSCO’s wins themes, messaging, branding, commercial terms, and compliances are clearly stated and understood by the customer. 
  • Be accountable for managing the production schedule and the timeliness of the submission. 
  • Provide support to Technical and other contributors to the submission regarding bid/customer requirements, volume content, compliances, bid/response strategies (technical, price-to-win, and intellectual property positioning), and implications of evaluation criteria.
  • Develop proposal sections, as appropriate, for non-technical areas, such management, staffing and/or past performance.
  • Maintain critical corporate repositories including submitted proposals; corporate-formatted resumes; marketing materials; and internal guidelines, templates, and procedures, that contribute to the development, implementation, and continuous improvement of the ENSCO best practices and processes.

Qualifications Required (Skills)

  • Bachelor’s degree or equivalent experience with 10 years progressive experience in proposal management or related field with 3 years of managerial experience.
  • Prior experience (10 yrs+) and prior success managing the entire lifecycle of the proposal process (prior to the receipt of the bid documents through award, and conducting lessons learned) that resulted in strategic wins for $100M+ opportunities (development and integration requirements). 
  • Strong time management and prioritization skills, excellent attention to detail, effective communication skills, and sound judgement in decision-making.
  • Advanced MS Word and MS Office skills and use of repository data tools are required.
  • Demonstrated deep expertise and knowledge in leading Matrix Teammates create data-driven win strategies that drive the achievement of revenue growth targets.
  • Results oriented, self-starter who can effectively influence across multiple role levels, drive priorities, and own outcomes in a matrixed environment.
  • Ability to provide clear, precise, and effective communications in a written and verbal format to both internal and external audiences.
  • Able to problem solve and clearly communicate alternative solutions that map to win strategies and increase probability of win.
  • Ability to work in a dynamic, results driven and fast pace culture.
  • Active TS/SCI Clearance (U.S. Federal Government Agency)

Qualifications Desired

  • Master's Degree preferred.
  • Industry Certification in Proposal Management.

Division Description

The Contracts and Procurement Division manages all aspects of the company’s contracts and proposal preparation/submission efforts and material and service requirements. The division provides support for the negotiation, award, and administration of contracts, including responding to and pricing proposals, monitoring contract performance, and processing and administering contract modifications.  Procurement efforts identify, solicit, and purchase all material and service needs for contracts and daily operations in a timely, efficient and effective manner.
