CPMC is actively recruiting for a EVM/Cobra SME to join our Crystal City, Arlington team. This company is committed to best practices and excellence and is in need of a professional who shares these priorities. We are looking for a Full-Time candidate interested in working with a well established company.

Candidate will provide Cobra and earned value management implementation support for a major government program to maintain industry best practices in compliance with CPMC's EVM practices. Individual will develop standard procedures and reporting formats to help develop EVM resources for the programs. Candidate will provide EVM oversight, including data analysis and validation, to establish program management ownership of program performance data.

Duties

  • Develop/Maintain the Work Breakdown Structure (WBS), Responsibility Assignment Matrix (RAM) Schedule, and budgets during the planning phase of the program.
  • Assist in conducting contractor Earned Value Management Systems (EVMS) Validation reviews.
  • Establish EVM templates.
  • Provide Program Performance Metric recommendations, RAM and program baseline change control logs, and EVMS Descriptions.
  • Provide policy recommendations, program performance data analysis, and error reporting; conduct annual “Lessons Learned” sessions and provide program performance reporting consolidation plan.
  • Provide support for Program Integrated Baseline Reviews, including IBR planning, documentation reviews, IBR conduct, report writing, and integration of IBRs with program performance surveillance.
  • Work with internal client staff, other analysts, external contractor support, and management to evaluate current EVM data and process improvements.
  • Work with minimal supervision and will have substantial latitude for unsupervised decision and action.
  • Complete project deliverables on time at highest level of quality.
  • Perform other job-related responsibilities, as assigned.

Requested Qualifications

  • Experience with Federal Government program office level EVM implementation.
  • Experience with software packages (e.g., Deltek Cobra, wInsight and MPM)
  • Familiarity with software packages Primavera and Microsoft Excel, Project and PowerPoint).
  • Experience with Microsoft Small Business Server, SharePoint Services, and Microsoft Project Server.
  • Ability to work both independently and in a team-oriented, collaborative environment.

Basic Qualifications

  • BA/BS or equivalent experience and 10+ years prior relevant experience or Masters with 7+ years prior relevant experience.
  • Generally has 8+ years’ experience leading EVMS implementations.
  • Must have at least a Secret (Interim) security clearance.

Preferred Qualifications

  • Program Management Profession (PMP) certification
  • Earned Value Profession (EVP) certification
  • Intermediate to advanced knowledge of using tools like Deltek Cobra, Deltek PM Compass, Deltek wInsight, Deltek Open Plan, Deltek Acumen Fuse, Deltek CostPoint, and other Scheduling and EVMS tools.
