This is a full time, remote position with frequent travel to Stuttgart, Germany.

We are looking for an AM&E Specialist to work with our Department of Defense contracts. Due to the extensive travel to Stuttgart, Germany this position can be based in our Charlottesville, VA office or remote. Overview: The Assessment, Monitoring and Evaluation Specialist will serve as an advisor in the development and implementation of security cooperation programs and activities by working across the Department and with key interagency security cooperation stakeholders interest groups. The AM&E Specialist will advise and participate in assessment, monitoring, and evaluation of programs. The AM&E Specialist will keep abreast of new policies, procedures, regulations, and directives and recommend changes to the organization.


● Serve as senior advisor in the development and implementation of security cooperation programs and activities by working across the Department.

● Collaborate with key interagency and state partners, the broader security cooperation community, stakeholders and interest groups.

● Apply AM&E guidance, templates, and frameworks.

● Perform pre-activity assessments and program monitoring in conjunction with other support staff, including government employees.

● Identify gaps in partner nation institutional capacity.

● Develop and implement logic frameworks, theories of change, and performance indicators.

● Develop monitoring plans and evaluation plans.

● Support program management, planning, logistics and administrative requirements, and interagency coordination in the field.

● Conduct monitoring and evaluation of military or civilian capacity building efforts.

● Master’s degree required, PhD or ABD + 5 years relevant DOD experience preferred

● Minimum 3-5 years’ experience assessing DOD programs is required.

● Demonstrated AM&E experience.

● Experience in planning security cooperation programs is desired.

● Experience in assessment and monitoring of strategy/policy, defense institution building/institutional capacity building, logistics, human resource management, resource management, and protection of civilians/SSR/civil sector/human rights is desired.

● Experience working on a GCC or other senior-level DoD staff component and demonstrated ability to produce high-level planning documents for senior leaders is desired.

● Must maintain a Secret Clearance.

● Knowledge of monitoring and data collection is desired.

● English fluency is required.

● Excellent writing and data analysis skills required.
