Responsibilities

Act as Systems Engineer and Technical Assistant (SETA) to the Government, working on unusually complex technical problems and providing solutions which are highly innovative. Customer liaison and support providing business development expertise and acquisition strategy development and execution. 

  • Perform acquisition planning to include composing Acquisition Plans and Justifications and Approvals
  • Understand system architecture and requirements to inform acquisition planning
  • Develop acquisition documentation including RFI, J&A, RFP, SSP, CDRL, Award Fee Plan, Evaluation Criteria, Proposal Prep Instructions, SOW
  • Research/advise on acquisition and contracting principles
  • Develop schedule and support acquisition planning and strategy for competitive procurements
  • Participate in evaluation of submitted RFI responses and proposals
  • Produce final source selection documentation including Evaluation Reports, SSA Briefings, and Offeror Debriefings
  • Coordinate with Government points of contact on acquisition websites and postings
  • Support development of budgets and spend-plans 

 

Qualifications

Required Skills:

 

  • 10 to 12 years’ experience with B.S. in engineering or business administration related field or 8 to 10 years’ experience with M.S. in engineering or business administration related field or 5-7 years’ experience with Ph.D. in engineering or business administration related field.
  • Must possessa nd be able to maintain a TS/SCI with CI Poly.
  • Experience with Systems Engineering and Technical Assistance (SETA) and/or Systems Engineering Integration and Test (SEIT).
  • Leadership experience in contracting/acquisition organizations 
  • Experience with FAR and non-FAR based acquisition approaches
  • Acquisition experience in Space Communication related field
  • Strong representational, oral, and written communications skills; including the ability to produce clear, logical, and concise products.
  • Proven organization and interpersonal skills and demonstrated ability to interface effectively via written and oral forums with personnel at all levels of government.

Desired Skills:

  • Systems Engineering experience in Space Communication related field
  • Ability to effectively use Microsoft Office products as planning and communication tools
