Responsibilities

Program/Contract Description:

 

This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an IC customer with a focus on acquisition and operations of a system providing assured space communications and supporting IT infrastructure.  The contract support is part of the customer core team focused on all aspects of the systems life cycle including CONOPS development, capturing requirements, working with developers to deliver capability, testing to ensure capabilities meet requirements, transition to operations and operations support.  The program also supports innovations/technology development, provides acquisition and project management support to government program managers and IT information assurance security support.

  • Works on unusually complex technical problems and provides solutions which are highly innovative.
  • Determines and pursues courses of action necessary to obtain desired results.
  • Using a holistic approach, designs, develops, evaluates, and modifies end-to-end systems and systems-oriented products through their entire life cycle.
  • Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics.
  • Ensures requirements comply with client requirements and government standards through formal verification methods.
  • Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements.
  • Establishes and coordinates development of standards, practices, and procedures as related to the overall product development.
  • Designs interfaces and brings system elements together, so they work as a whole.
  • Assesses performance using evaluation criteria and technical performance measures.
  • Customer liaison and support for business development activities and to understand and shape requirements.
  • Participates in system conceptual design and documentation of the design concepts.
  • Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements.
  • Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation.
  • Generates system level requirements verification procedures and customer acceptance test procedures.
  • Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

 

Specific Opportunity and Job Description:  

 

The opportunity is supporting a government customer in Chantilly, VA whose mission is to provide assured communications for other government users.  Systems technology is primary focused on RF space communications and digital signal processing capabilities, which are part of a larger end-to-end communications architecture.

  • This systems engineering position is responsible for supporting a government program manager with all tasks necessary to acquire new and upgraded capabilities.  
  • Individuals will become familiar with the systems architectures and eventually act as subject matter experts in advising the government clients on acquisition related decisions. 
  • Requirements documentation is another key responsibility to ensure the baseline is maintained. 
  • The position may also assist the government in contract related work including the development of Statements of Work, proposal review and development contractor performance assessments. 
  • Other general systems engineering and acquisition support will be required as necessary.

 

Qualifications

 

Required:

  • 8 to 10 years with BS or 6 to 8 years with MS or 3 to 5 years with a PhD
  • Must possess and be able to maintain an active TS/SCI with Poly.

  • Technical BS in Engineering, Computer Science or related technical degree. (4 years of relevant experience in an RF space communications development/acquisition program can be substituted)
  • The ability to work well within a team of engineers
  • Demonstrated success in working with government customers.

 Desired:

  • 3 years of experience with Commercial/Government acquisition of satellite/ground segment hardware/software or satellite based special communications field set hardware/software.
  • BS in Electrical Engineering, Systems Engineering, Aerospace Engineering or Computer Science.
  • Prior experience as a SETA with Arcfield's IC agency customer working with requirements and other related readiness processes.
  • Prior experience with RF based satellite communications.
  • Prior experience with digital signal processing.
  • Prior agile development experience.
