Description

KeyLogic is seeking a Scientist Engineer to support the U.S. Army Evaluation Center in the areas of Readiness and Analytics Evaluation, Training, and Professional Development.

Services for Readiness and Analytics evaluation to include but not limited to: Integrated Product Support (IPS); logistics supportability; Human Systems Integration (HSI); integrated suitability; evaluation sciences; readiness and suitability; reliability, availability, and maintainability (RAM); Design of Experiments (DoE); Modeling and Simulation (M&S); Strategic Initiatives and Methodology; Data Sciences; and Data Visualization.

Support services for Training and Professional Development to include but not limited to: Test and Evaluation (T&E) Basic Course (TEBC), an initial training program for newly assigned Army Test and Evaluation Command (ATEC) workforce members consisting of an online training course followed by an approximate 40-hour resident seminar (RS); AEC Operations Course (AOC), an approximate 40-hour resident seminar that is a follow-on to the TEBC; and Emerging Leaders Cohort (ELC), a professional development venue to expand leadership through interactive and experiential skill sessions, Government speakers, and team and individual projects.

Position Requirements:

  • Must possess a Bachelor’s Degree in specialization or related scientific discipline and fifteen years applicable experience; or a Master’s Degree in specialization or related scientific discipline and five years applicable experience.
  • Current Top Secret/Sensitive Compartmentalizes Information (TS/SCI) security clearance is required.
  • Readiness and Analytics:
    • "Five (5) years of experience gained within the past 10 years (2010 to present) in system readiness evaluation in any of the following:
      1. HSI to include training, manpower, personnel, system safety, health hazards, Soldier survivability and human factors engineering.
      2. IPS elements to include Product Support Management, Design Interface, Sustaining Engineering, Supply Support, Support Equipment; Packaging, Handling, Storage and Transportation, Computer Resources, Manpower and Personnel, Maintenance Planning and Management, Training and Training Support, Facilities and Infrastructure, and Technical Data Management;
      3. Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities, and Policy (DOTMLPF-P); and
      4. Experience with Soldier readiness, unit readiness, and Army readiness; unit employment; mission context; mission tasks; tactics, techniques, and procedures; and platform integration."
    • "Five (5) years of experience gained within the past 10 years (2010 to present) in evaluation sciences in any of the following:
      1. Analytical techniques such as predictive analytics and risk analytics; natural language processing, machine learning, and artificial intelligence; data requirements analysis, data modeling, data cleaning, and database structures; data mining and visualization; conceptual modeling; and statistical analysis techniques.
      2. Demonstrated experience in use and application of one or more of the following programming languages common in data science:  Python, R, Java, SQL, and/or No-SQL); and
      3. Demonstrated experience in use and application of one or more of the following math packages common in data science:  MATLAB, JMP, and/or SAS."

Position Responsibilities:

  • Undertake and resolve difficult and highly complex technical projects through research, analysis, and the application of judgment developed from previous experiences.
  • Provides technical insight for addressing problems that are difficult to define, require unconventional or novel approaches, and require sophisticated analytical techniques.
  • Remains abreast of changes in the subject matter area and introduces technological/cutting edge breakthroughs into current efforts when applicable. Independently evaluates, selects and applies standard engineering techniques, procedures, and criteria.
  • Provides independent and professional support on portions of complex projects. Specific assignment objectives, approaches, and possible solutions are reviewed for accuracy and completeness.
  • Duties and responsibilities include, but are not limited to: independently performs a project assignment that involves complex features and can be guided by codes, standards, and other precedents of the discipline; analyzes and/or evaluates the results of an analysis using techniques prescribed by senior engineers or supervisors; and accomplishes tasks of which require investigation of a many variables. Personally observes test events as required and monitors performance of the test item and adequacy of data collection. Reviews the data collected for completeness, accuracy and validity.
